Standardization develops across EAEU

Systemic issues pertaining to developing standardization in the EAEU and providing technical regulations with a full-fledged evidence base of modern standards were considered at a meeting of the Council of Heads of State (National) Standardization Bodies of the EAEU with the participation of the EEC Minister in charge of Technical Regulation Viktor Nazarenko. The meeting was held on November 16 under the chairmanship of the Director of the Center for Standardization and Metrology under the Ministry of Economy and Commerce of the Kyrgyz Republic Bolotbek Nurmatov, Delovoy Kazakhstan reports.

Members of the Council considered the draft procedures prepared by the Commission for conducting a mandatory periodic assessment of the scientific and technical level of the technical regulations of the EAEU that have entered into force and lists of standards enclosed thereto, as well as the procedure for coordinating standardization work within the framework of the EAEU. The elaboration of these documents has been contemplated by the Strategic Directions for Developing the Eurasian Economic Integration until 2025.

"The procedure for conducting a mandatory periodic assessment of the scientific and technical level of technical regulations and lists of standards that have entered into force should close one of the sensitive areas in technical regulation, i.e. the lack of a systematic approach to the analysis and revision of established requirements" Viktor Nazarenko noted during the meeting of the Council

The adoption of the procedure for coordinating work on standardization within the EAEU will allow the national authorities of the EAEU countries to carry out coordinated work in planning and developing interstate standards, their application, development and implementation of coordinated actions to enhance standardization in the field of technical regulation within the EAEU.

The members of the Council separately discussed existing and future mechanisms for ensuring compliance with the mandatory requirements established in the technical regulations of the EAEU, practical steps for implementing the transition to an agreed policy in the field of standardization, the timely implementation of programs for the development of interstate standards for the technical regulations of the EAEU, and other issues related to ensuring mandatory requirements for products with a full-fledged evidence base. 

Particular attention was paid to interaction between the Eurasian Economic Commission and the Interstate Council for Standardization, Metrology and Certification of the Commonwealth of Independent States (ICS), as well as the establishment of effective and rapid mechanism for the adoption of interstate standards for the purposes of technical regulation within the EAEU.

A decision to create the Council of Heads of State (National) Standardization Authorities of the EAEU Member States was adopted on May 14, 2018 by the Supreme Eurasian Economic Council for the purpose of implementation by the EAEU Member States of the agreed policy in the field of standardization within the Union.
