Low housing construction developed in Kazakhstan

At an expanded government session, President of Kazakhstan Kassym-Jomart Tokayev emphasized that social well-being is inextricably linked with the housing issue and in the foreseeable future, housing construction should become a priority in the government’s work. At the same time, housing construction, solving social problems, can become a locomotive of economic growth. In 2018-2019, the pace of housing commissioning was quite high. This allowed solving housing problems of 25 thousand families, including 5.5 thousand low-income, large families and 3 thousand working young people.

Under the programs of the First President - Elbasy Nursultan Nazarbayev, Baqytty Otbasy and 7-20-25, about 20 thousand Kazakhstani families received loans.

The so-called “Housing Affordability Ladder” has been introduced, which will tell each Kazakhstani citizen what state support and which housing can be claimed depending on their income.

Supporting construction industry

In order to increase the efficiency of the state’s policy on providing housing and to maintain the current volume of construction, an order of the Head of State approved the government’s proposal to additionally allocate 390 billion tenge for the implementation of the Nurly Zher State Program.

As part of this instruction, on April 9, 2020, the National Bank of the Republic of Kazakhstan, through a subsidiary of Kazakhstan Sustainability Fund JSC, acquired bonds of Baiterek NMH JSC for a total amount of 180 billion tenge (under conditions: at 4% per annum for a period of 2 years).

Speaking at the final meeting of the State Commission on the State of Emergency, the Head of State Tokayev identified a number of the most urgent tasks that need to be addressed in the near future. Among them is the construction of affordable housing.

To address the waiting list, the President instructed to launch a new project to provide credit housing — 5-10-20. For these purposes, within the framework of anti-crisis funds, 390 billion tenge will be allocated.

In addition, the Head of State pointed to the need to modernize the institutional structure. So, by the end of the year, on the basis of JSC Housing Construction Savings Bank of Kazakhstan, a full-fledged development and support institute, Otbasy Bank, should be created, which will centrally carry out accounting, statement and distribution of housing.

Measures to prevent downtime in construction sector

As part of the Nurly Zher State Program, the country provides for a number of specific measures aimed at supporting the construction industry. So, the opportunity has been provided for akimats to purchase finished housing from private developers to provide housing to needy citizens. For this purpose, this year, 35 billion tenge is provided for the acquisition of more than 4 thousand apartments. Funds from the republican budget will be allocated according to limit restrictions (140-180 thousand tenge — 1 m²). At the same time, akimats in the purchase of housing have the opportunity to co-finance expenses from the local budget.

Currently, the state takes the most necessary measures to mitigate the impact of an emergency in the construction sector and prevent stagnation due to the coronavirus pandemic.

By the decision of the State Commission on Ensuring the State of Emergency under the President of the Republic of Kazakhstan dated April 13, 2020, a phased resumption of the work of business entities was introduced, provided that the required sanitary and epidemiological measures were maintained while observing the separation of employees at workplaces.

Since April 20, 2020, the industrial and construction enterprises in the cities of Nur-Sultan and Almaty, as well as certain sectors of the service sector, including construction companies, asphalt and concrete plants, large construction stores with an area of ​​more than 2 thousand m², have resumed their work. In other regions, this work is also ongoing.

In addition, in order to prevent the deadlines for completion of construction projects, the akimats of the regions and cities of Nur-Sultan, Almaty, Shymkent sent relevant recommendations on the need to revise the schedule of construction and installation works and increase the pace of construction of socially significant objects after quarantine measures have been lifted.

Also, within the framework of the Nurly Zher State Program, a public-private partnership mechanism is being introduced to implement credit housing projects for the waiting list by akimats and private developers with a land plot and approved design and estimate documentation, unfinished facilities.

In addition, amendments were made to the special procedure for public procurement approved by the Government of the Republic of Kazakhstan for the period of crisis situations, in terms of procurement of construction and installation works from one source (in the form of a simplified tender) at the suggestions of local executive bodies. This measure will accelerate the process of the competition from 45-60 to 7 days.

Particular attention is paid to the development of the construction industry. As part of the work on import substitution, 33 new projects are being implemented. Of these, a 32 billion tenge glass plant is being constructed in Kyzylorda region to cover the need for flat glass. In addition, the production of polyethylene pipes for 13 billion tenge is launched in Nur-Sultan (Kerim plastik pipes LLP). The production of ceramics (Zerde Ceramics Aktobe LLP) and reinforcement by 40 billion tenge (Reinforcing Taraz Plant LLP) is increasing by 26 billion tenge.

In addition, jointly with large construction companies and Sovereign Wealth Fund Samruk-Kazyna JSC, within the framework of the Economy of Simple Things program, projects are being launched with 100% import substitution for the production of refractory bricks, roofing materials, sanitary ware and paints. With the launch of these enterprises, the share of imports will decrease to 54% and the use of Kazakh construction industry products in housing construction will increase to 95%.

According to the current legislation, the possibility of adjusting projects financed from local and republican budgets is allowed when the exchange rate changes and additional costs are considered at the appropriate budget commissions in the presence of state expertise.

Also this year, it is planned to update the estimated regulatory base of Kazakhstan and to issue regular collections taking into account market prices.

In general, the Kazakh Ministry of Industry and infrastructure Development is working continually to support the construction industry.

Implementation results of unified housing policy

This year, according to the Nurly Zher program, it is planned to build 15 million m² of housing (150 thousand dwellings) in the republic, including through public investments 2.1 million m² (37,571 dwellings) of social rental and credit housing.

According to preliminary data of the Statistics Committee, in January-April 2020, all sources of financing for housing construction allocated 381.9 billion tenge of investments, or 17.5% more than the same period in 2019.

3,112.5 thousand m² of the total area of ​​residential buildings were commissioned, which is 89.9% compared to the same period in 2019.

Most of the housing — 2,944.4 thousand m² or 94.6% — was commissioned by private developers and the public.

The public sector accounts for 5.4% of the total housing commissioned (or 164.7 thousand m²).

A total of 24,884 houses were commissioned in the republic, of which 11,498 individual houses.

Construction of rental housing without foreclosure

According to the Ministry of Industry and Infrastructure Development, in 2020, targeted transfers in the amount of 90 billion tenge are provided for from the republican budget for the construction (purchase) of rental housing without redemption.

As of May 1, 2020, according to the financing plan, akimats transferred 12.1 billion tenge, 11.5 billion tenge or 95.4% were disbursed.

With an annual plan of 551.1 thousand m² of housing or 10,057 apartments, 12.8 thousand m² or 255 apartments were commissioned, including the following:

32.8 billion tenge for socially vulnerable categories of persons in the waiting list of the local executive bodies; 6.14 billion tenge was transferred to akimats; 6.08 billion tenge or 99% was disbursed. With a plan of 209.9 thousand m² of housing or 4,222 apartments, 5.1 thousand m² or 127 apartments were commissioned;

50 billion tenge for low-income large families, 5.9 billion tenge were transferred to akimats, 5.4 billion tenge or 91.7% were disbursed. With a plan of 301.2 thousand m² of housing or 4,835 apartments, 7.7 thousand m² or 128 apartments were commissioned;

7.2 billion tenge for working youth to purchase 40.0 thousand m² of housing or 1,000 apartments. Financing will begin in June 2020.

It is planned to create and maintain 9,030 jobs.

To achieve the targets of the Nurly Zher program, an additional 48.4 billion tenge must be provided, including:

34 billion tenge for the construction of housing for large families, which will provide another 4 thousand families with rental housing. In general, according to the results of 2020, it is planned to provide housing for 10 thousand families under the program.

14.4 billion tenge for the construction of housing for working youth.

Construction of credit housing through issuing bonds of local executive bodies

Funds in the amount of 281.2 billion tenge (for 382 projects) are provided for the construction and sale of housing through the system of housing savings from credit in 2020 to the regional budgets, the budgets of the cities of Nur-Sultan, Almaty and Shymkent.

As of May 1, 2020, akimats issued and Baiterek Development JSC bought back bonds in the amount of 214.4 billion tenge.

With an annual plan of 1,430 thousand m² of housing or 24,514 apartments, 47.6 thousand m² or 880 apartments were commissioned, including the following for the sale of credit housing:

  • 101.2 billion tenge at a rate of 0.35%, 34.4 billion tenge was issued to akimats, 6.1 billion tenge was disbursed (with a plan of 6.3 billion tenge according to the financing plan). With a plan of 558 thousand m² of housing or 9,300 apartments, 47.6 thousand m² or 880 apartments were commissioned;
  • 180 billion tenge at a rate of 4.25%, 180 billion tenge was issued to akimats, 5.2 billion tenge was disbursed. It is planned to build 872 thousand m² of housing or 15,214 apartments.

It is planned to create and maintain 23,238 jobs.

Under the mechanism of subsidizing loans to developers for 2020, 4.8 billion tenge is provided, this amount of subsidizing part of the interest rate of loans will allow private developers to put into operation 50 thousand m² in 2020.

As of May 1, 2020, 2.4 billion tenge was transferred to the financial agent of Damu Fund JSC according to the financing plan.

Construction of engineering and communications infrastructure

In 2020, 66.2 billion tenge is provided from the republican budget for the construction of engineering and communications infrastructure.

It is planned to create and maintain 6,757 jobs.

Budget lending to Housing Construction Savings Bank for issuing housing loans to investors

Under the Nurly Zher program, financing of 128 billion tenge was envisaged, including 100 billion tenge under the Baqytty Otbasy program at 2% (10 thousand low-income families) and 28 billion tenge for waiting people at 5% (2,916 participants).

For 2020, 49 billion tenge was supported from the republican budget for the implementation of the Baqytty Otbasy program at 2% (4,900 participants).

United republican waiting list

In December 2019, the Unified National Queuing Tracking System was put into commercial operation.

The created system will allow introducing the registration of waiting lists transparently, optimizing and automating the processes of registering, deregistration, inventory and distribution of housing, reduce the number of documents provided by citizens and the deadline for registering citizens in need of housing, and will also reduce corruption in the field of local importance.

Today there are more than 540 thousand people throughout the republic in the waiting list of this system.

Housing construction results in regions of the country

State and regional housing programs are being actively implemented in all regions of the republic, funds are allocated from the budget, and comprehensive measures are being taken to provide engineering infrastructure for new land plots for housing construction. In some areas, there is a tendency to increase housing provision. Below is detailed information on the progress of housing construction in each of the regions of the country.

Nur-Sultan

This year in the capital, through all sources of financing, about 3 million m² of housing will be commissioned.

Since the beginning of the year, 637 thousand m² of housing have been commissioned. According to the results of the first half of the year, 1.1 million m² will be commissioned.

Pursuant to the instructions of the Head of State to increase the commissioning of housing under the Nurly Zher program this year, it is planned to put into operation housing with a total area of ​​more than 500 thousand m² for 8 thousand apartments due to state investments (budgetary funds).

Since 2013, in Nur-Sultan, a pilot project for the demolition of emergency housing has been implemented, which is currently ongoing as part of a project to renovate an emergency (dilapidated) housing stock.

In the framework of stage I of the pilot project, i.e. until 2018, in the city of Nur-Sultan, 228 damaged houses were demolished and 3,519 families were resettled. For this, 592 thousand m² of housing were commissioned, of which 175 thousand m² of residential and non-residential area was transferred free of charge to the communal property of the authorized organization of the Akimat of Nur-Sultan.

Stage II is planned for 2018-2022 and is being implemented according to plan. For five years, it is planned to ensure the demolition of 46 emergency houses. For this, it is planned to build new residential complexes with an area of ​​386.4 thousand m² of housing.

Almaty city

This year, within the framework of the Nurly Zher State Program, the construction or acquisition of 289.8 thousand m² or 4,994 non-repayable credit and rental housing units in the city of Almaty has begun, of which:

  • for large families 16 thousand m² or 267 apartments;
  • for socially vulnerable strata of the population 9.8 thousand m² or 211 apartments;
  • for working youth 14 thousand m² or 350 apartments;
  • for the waiting list of local executive bodies, 250 thousand m² or 4,166 apartments.

In January-April 2020, 363 thousand m² or 2,290 apartments were commissioned, an increase of 102.6% compared to the same period in 2019.

The 7-20-25 program is being actively implemented in Almaty. Over the entire period of the program’s existence, more than 27% of applications accepted and considered by banks in the republic are in Almaty. More than half of the applications approved, these are 3,767 apartments worth 51.2 billion tenge in 102 residential complexes, including 766 applications for 10.7 billion tenge approved since the beginning of this year.

In the course of the analysis of the commissioned housing on the territory of Almaty, more than 2.5 thousand apartments are on sale, of which more than 200 apartments in 10 residential complexes meet the conditions of the program.

Shymkent

This year it is planned to build 78 multi-stirey residential buildings for 5008 apartments in Shymkent at the expense of the state budget. 39.5 billion tenge were allocated.

Housing construction is carried out in two directions: rental and credit.

To provide rental housing allocated 6.7 billion tenge, is under construction 12 multi-storey residential buildings for 704 apartments. Of these, 8 — in the administrative and business center, 4 — in the Turan microdistrict.

Eight residential buildings for 448 apartments in the administrative and business center will be commissioned in December 2020. In addition, more than 696 apartments worth 8 billion tenge will be purchased from the market.

As a result, according to the results of the year, 1,144 families will be provided with rental housing.

It is planned to direct 32.5 billion tenge for the construction of 66 credit houses. Including, within the framework of the pilot project 5-10-20, 27 houses will be built.

At the end of the year, 51 residential buildings for 3,284 apartments will be commissioned. The construction of 15 houses goes on next year.

Almaty Region

In 2020, the region plans to commission 938.8 thousand m² of housing.

In January-April 2020, 266.9 thousand m² of housing was commissioned, or 120% of the same period last year.

This year, 246.2 thousand m² of housing or 3,258 apartments are under construction at the expense of budgetary funds.

By the end of the year, 519 houses are planned to be commissioned. The remaining 195 houses are planned to be commissioned in the first half of 2021.

In total, in 2020 it is planned to provide housing for 3,030 waiting lists, including:

  • Nurly Zher — 1,234 apartments;
  • Baqytty Otbasy — 600 apartments;
  • 7-20-25 — 330 apartments (commercial housing);
  • 5-10-20 — 866 apartments (530 — credit housing, 336 — commercial).

The implementation of the projects is under constant control, the planned targets of the Nurly Zher State Program are planned to be fully implemented.

Turkistan region

In 2020, within the framework of the Nurly Zher State Program, 36.6 billion tenge were allocated from the state budget for the construction of 158 facilities. According to the results of the year, 70 facilities will be commissioned. As a result, 2,430 families will be provided with housing, infrastructure networks will be built on 3,604 private land plots.

In 2020, at the expense of the state budget, 40 multi-apartment residential buildings without redemption are being built. Including at the end of the year it is planned to commission 18 residential buildings.

In the third direction of the program this year, 3.5 billion tenge has been allocated for the construction of 30 engineering infrastructure facilities.

According to the results of the year, it is planned to put into operation 28 facilities, and two moving to 2021.

In 2019-2020, through the sale of securities (bonds) at 0.35%, construction of 24 seven-storey residential buildings is underway, the objects will be commissioned in 2020.

In addition, due to the sale of securities (bonds) in the administrative and business center of Turkistan, 14.2 billion tenge was allocated at 4.25% for the construction of new 7, 9 and 12-story 64 residential buildings.

The quality of the implementation of the Nurly Zher state program in the region is under strict control.

Zhambyl Region

This year, 64 houses are being built at the expense of the budget. Of these, 33 are rental, 27 credit residential buildings and 4 hostels.

As part of the Nurly Zher program, 21 rental and 27 credit houses are being built, 12 residential buildings under the Employment Roadmap program.

By the end of the year, it is planned to complete the construction of 57 residential buildings for 3,166 apartments. Of these, rental housing — 31 houses, credit — 22 houses, a dormitory — 4 houses.

Rollover to 2021 are 2 rental and 5 loan houses.

Kyzylorda Region

In 2020, within the framework of the Nurly Zher state program in the region, it is planned to build 83 residential buildings, including 55 one-story houses, 28 multi-storey houses with a total area of ​​79 thousand m², 1,228 apartments.

The planned indicator for the commissioning of housing from all sources of financing for the current year is 591.5 thousand m².

In January-April 2020, 137.1 thousand m² of housing was commissioned, or 77.7% of the corresponding period of the previous year, including 137.1 thousand m² of individual housing construction at the expense of the population.

According to the results of 2020, 1,011 applicants from the waiting lists will be provided with new rental and loan housing, of which:

Rental housing — 740:

  • 431 low-income large families.
  • 309 from socially vulnerable segments of the population.
  • Credit housing — 115 from the waiting lists of the local executive bodies,
  • Commercial housing — 156 from the waiting lists of local executive bodies.

East Kazakhstan region

In 2020, within the framework of the Nurly Zher State Program in the region, it is planned to construct 118 apartment buildings with a total area of ​​535.8 thousand m², 6,433 apartments, including:

  • 42 credit houses through issuing government securities with a total area of ​​296.4 thousand m², 3,679 apartments;
  • 19 non-repurchase rental houses for socially vulnerable segments of the population and large families with a total area of ​​83.5 thousand m², 1,110 apartments;
  • 37 one-storey rental houses with an area of ​​7.9 thousand m², 74 apartments under the Employment Roadmap;
  • Eight credit houses through JSC SEC Ertis with a total area of ​​52.6 thousand m², 744 apartments;
  • Twelve commercial houses with a total area of ​​95.3 thousand m², 826 apartments through private investment.

Of them:

In Ust-Kamenogorsk — 37 houses on 290.9 thousand m², 3,485 apartments, Semey — 30 houses on 179.8 thousand m², 2,128 apartments, in the districts — 51 houses on 65.1 thousand m², 820 apartments.

The planned indicator for housing commissioning from all sources of financing for the current year is 519.3 thousand m², with an increase of 117% to the volume of 2019.

In January-April 2020, 103.1 thousand m² of housing were commissioned, with an increase of 105% compared to the corresponding period last year.

By the end of 2020, 3,579 waiting lists will be provided with new rental and credit housing, of which:

Rental housing — 638 from waiting list:

  • 193 — low-income large families;
  • 355 — socially vulnerable segments of the population;
  • 74 — other categories of waiting lists.

Credit housing — 2,127 from waiting lists of local executive bodies.

Pavlodar Region

In accordance with the plan communicated by the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan for 2020, the volume of housing commissioning in Pavlodar region from all sources of financing is 346 thousand m². As of May 1, 2020, 51.3 thousand m² of housing was commissioned, or 100.1% of the same period in 2019.

38.2 billion tenge (2.5 times more than the level of 2019) were allocated for housing construction (including reconstruction, acquisition) this year, with 33.9 billion tenge were allocated for engineering and communications infrastructure, of which 4.3 billion tenge — for engineering infrastructure.

As part of the Nurly Zher program, it is planned to build 18 credit residential buildings in the Saryarka and Dostyk microdistricts of the regional center, of which one house for 72 apartments has been commissioned. Also, construction of 37 individual credit houses in the Airport area is ongoing, in a single architectural style (types 2 and 4) with a completion date also this year.

At the same time, under this program, construction and reconstruction of six rental residential buildings is underway in the cities of Pavlodar, Ekibastuz and Aksu (including one residential building in Aksu going on to 2021).

As part of the Employment Roadmap program for 2020–2021, construction and reconstruction of 21 multi-unit housing (including 3 dormitories) are provided for in cities and regional centers of the region. Also, for migrants from labor-surplus regions of the republic this year, according to the Enbek program, it is planned to purchase 431 apartments.

Since 2019, the Pavlodar SEC has been constructing two residential buildings in the Dostyk microdistrict with a completion date of 2020.

At the expense of the regional budget, it is planned to build two residential buildings in the Saryarka microdistrict, for migrants of the Alumininstroy microdistrict.

In 2020, it is planned to build 49 multi-storey residential buildings (including one residential building, going on to 2021), upon completion of which it is planned to commission more than 3 thousand apartments.

In addition, three residential buildings are under construction in the region by city-forming enterprises: Aluminum of Kazakhstan JSC, Pavlodarenergo JSC and the Aksu Ferroalloy Plant of TNC Kazchrome JSC.

Akmola Region

Following the results of 4 months of 2020, 189 thousand m² of housing were commissioned (97% of the level of the previous year), 1,777 families were provided with housing.

At the expense of the republican budget in 2020 it is planned to commission six rental houses with a total area of ​​18.5 thousand m².

At the expense of the regional budget, it is planned to commission a 60-apartment residential building in Derzhavinsk, Zharkain district.

In 2020, it is planned to introduce credit housing — 12 residential buildings with an area of ​​35.2 thousand m², 796 apartments, including 3 houses, 7.2 thousand m², 205 apartments at 0.35% and 9 residential buildings, 28 thousand m², 591 apartments at 4.25%.

In 2020, 12.1 billion tenge is provided for housing construction.

In 2020, it is planned to bring the engineering and communications infrastructure to the areas of multi-unit housing development and individual housing construction (in Akkol, Arshalyn Bulandy, Burabay, Esil, Zerendi districts, the city of Kokshetau).

It is planned to provide 661 land plots in the Akkol district and the city of Kokshetau with water and electricity networks.

Karaganda Region

In January-April 2020, 142.2 thousand m² of housing was introduced in the Karaganda region with an increase of 4% compared to the corresponding period of 2019.

Of the commissioning volume, 28.44% falls on individual housing, 58.82% on commercial and 12.74% on public housing.

This year, according to the Nurly Zher program, 24.6 billion tenge is provided for the construction and purchase of housing and housing investments.

It is planned to provide housing for 2,044 families on the waiting list.

In general, by the end of the year, it is planned to commission 600 thousand m² of housing or 5 thousand apartments, which will ensure a growth of 43% compared to the level of 2019.

North Kazakhstan Region

The pace of construction is growing every year in the region. Last year, 250 thousand m² of housing were introduced. Including, in rural areas 97 thousand m² were built. Housing conditions were improved by more than 9.7 thousand North Kazakhstanis, including more than 3 thousand rural residents. This year, up to 300 thousand m² will be commissioned.

This year 37.1 billion tenge has been allocated to the construction industry, including 16.1 billion tenge has been allocated under the Nurly Zher State Program.

In 2020, development of the Zhas-Orken, Bereke microdistricts, as well as Ualihanov Street.

The dynamics of growth in the construction of commercial housing is noted. For example, if 198 apartments were commissioned in 2016, then in 2019 there are 3 times more or 634 apartments. This indicates an increasing solvency of the population and the creation of convenient mechanisms for the acquisition of housing.

In Petropavlovsk, the demolition of the private sector continues. Over the past three years, 724 individual houses have been demolished, another 283 will be demolished this year. This means that 1,000 families have improved their living conditions. Residents of old private houses received comfortable apartments. Only a small part is money. Residents who used to live without central heating and water now enjoy the benefits of civilization.

Although much demolition work was carried out in the city, there was no special program for the demolition of housing. Now a program for the demolition of dilapidated housing is being developed. It is needed for clear vision and systemic work. Demolition is not a one-time action. This process will continue in the coming years. There will be a clear plan for the demolition of houses, neighborhoods and neighborhoods will be determined for several years to come.

As part of the implementation of the Comprehensive Plan for Socio-Economic Development, 428 individual houses were built in the villages. Another 714 will be built this year.

Kostanay Region

In 2020, within the framework of the Nurly Zher program in the region, due to all sources of financing, it is planned to commission 379.3 thousand m² of housing or 4.2 thousand housing.

At the same time, it is planned to build 35.3 thousand m² of rental housing at the expense of state funds; 10.6 thousand m² — reconstruction of multi-unit housing for rental housing; 31.1 thousand m² — of credit housing through bonds of local executive bodies. About 160 thousand m² of housing will be built at the expense of private developers.

According to the results of 4 months of 2020, the Kostanay region achieved positive dynamics in terms of housing commissioning.

In January-April 2020, 107.6 thousand m² of housing, or 103.1% of the same period in 2019, were put into operation at the expense of all sources of financing. Including 63.1 thousand m² of multi-unit housing or 869 dwellings and 44.5 thousand m² of individual housing construction or 250 houses were built.

In addition, in the current year in the Kostanay region to provide large families with housing from the republican budget allocated funds in the amount of 900 million tenge to purchase 108 apartments. To date, 57 apartments worth 648.7 million tenge have been purchased in the city of Kostanay.

Along with this, work is underway in the region on the implementation of the Baqytty Otbasy program. In total, from the beginning of the implementation of this program, the Housing Construction Savings Bank JSC accepted for consideration 219 applications in the amount of 1,543.4 million tenge. All applications are approved. 193 loans worth 1,330.9 million tenge were issued.

This year, under this Program, funds in the amount of 1.4 billion tenge are provided for the issuance of 142 loans for the purchase of housing, including: 71 — for socially vulnerable segments of the population and 71 — for large families.

West Kazakhstan Region

According to the results of the current year, it is planned to lease 484.9 thousand m² of housing in the region at the expense of all sources of financing, as well as repair 35 housing and communal services under the Nurly Zher program.

In 2020, due to budgetary funds in the region, it is planned to erect and commission 10 apartment buildings and 88 houses in rural areas — a total of 1,830 apartments. Among them, the introduction of more than a thousand apartments in 7 Moscow Railways and 120 apartments in Tokpay for investors of Housing Construction Savings Bank. For the waiting list of local executive bodies, the introduction of 540 apartments in three multi-apartment residential buildings and 68 residential buildings in the village (103 apartments) is expected.

In the framework of the State Program of Housing and Utilities Development Nurly Zher, in 2020 in the region, 458.28 million tenge was allocated from the republican budget for the implementation of 35 projects to upgrade condominium facilities.

During the implementation of these projects, it is planned to repair 28 passenger elevators and the roof of 4 multi-apartment buildings in Uralsk and Aksay, as well as modernize three multi-apartment buildings in the Taskali district.

Mangystau Region

According to the results of four months of 2020, construction and installation works were performed for 40.403 billion tenge.

Due to all sources of financing, 371,422 thousand m² of housing were commissioned.

As part of the Nurly Zher State Program, in 2019, at the expense of all sources of financing for rental housing without the right to buy, construction of 6 residential buildings was launched with completion in 2020.

The construction of three credit residential buildings is underway in Aktau. The commissioning of the facilities is scheduled for the end of the fourth quarter of 2020.

At the expense of private developers in 2020, 73 residential buildings are under construction in Aktau. Until the end of this year, 36 houses are expected to be completed.

In the period from June 10, 2019, to May 25, 2020, 255 citizens were provided with housing in the framework of the Baqytty Otbasy program. By the end of this year, it is planned to provide housing for 163 citizens.

394 needy citizens were provided with rental housing without the right of redemption in the cities of Aktau and Zhanaozen. By the end of this year, it is planned to provide another 150 citizens.

Over the past 5 years, the region has seen an increase in housing provision by 17% - from 20.9 m² in 2014 to 24.4 m² in 2018. Moreover, growth is provided in all cities and regions of the region.

Aktobe Region

According to the Memorandum concluded between the Prime Minister of the Republic of Kazakhstan and the Akim of the Aktobe region, the plan for the commissioning of housing for 2020 from all sources of financing is 940 thousand m² of housing.

According to the results of January-April 2020, 185.5 thousand m² of housing, or 101.3% of the corresponding period of 2019, were put into operation due to all sources of financing.

However, the region’s leadership sets itself the task of bringing the housing commissioning indicator to 1,024.8 million m² or 8 thousand apartments.

The achievement of the indicator is planned in the following areas:

  • 49 thousand m² of credit housing through the Housing Construction Savings Bank JSC or 861 apartments.
  • 10.6 thousand m² of non-repurchased rental housing or 159 apartments.
  • 191.3 thousand m² of commercial housing at the expense of private enterprises in Aktobe or 1,829 apartments.
  • 773.9 thousand m² of individual housing or 4,836 houses at the expense of the population in Aktobe and the regions.

Also this year, 1.1 billion tenge was allocated from the republican budget for the purchase of finished 122 apartments for large families.

Atyrau Region

Over the 4 months of 2020, 152.6 thousand m² of housing or 1312 apartments were commissioned in the region.

In order to continue housing construction in the region, a territory with a total area of ​​1.4 thousand hectares has been allocated, 513 multi-apartment residential buildings for more than 30 thousand apartments are planned to be built in new microdistricts.

In 2020, 6.6 billion tenge was allocated for housing construction.

24 houses are being built in the region for 2,258 apartments, with a total area of ​​181.1 thousand m². Of these, by the end of the year it is planned to commission 10 residential buildings for 1326 apartments, with a total area of ​​91.3 thousand m².

It is also planned to purchase 119 rental apartments for low-income large families of Atyrau.
