Maulen Ashimbayev: New tasks require a new quality of the state apparatus

Speaker of the Senate Maulen Ashimbayev took part in the Diploma Awarding Ceremony for graduates of master's and doctoral programs at the Nazarbayev University Graduate School of Public Policy, Delovoy Kazakhstan reports.

Addressing the graduates of the University, the Chairman of the Senate noted that they are completing their studies at a very sensitive and important period for our state.

"The constitutional reform lays the foundation for the New Kazakhstan. Social justice will be the main value in it. And such a country will be built first and foremost by young people," said Maulen Ashimbayev.

The Speaker of the Senate also noted the importance of reformatting the state apparatus in the light of the constitutional changes.

"The new challenges facing our country require a new quality of the state apparatus. As the President of the country has repeatedly emphasized, we are talking about a radical transformation of the model of public administration. It will be necessary to continue systematic work to improve the efficiency of public administration," said Maulen Ashimbayev.

In this connection, the Speaker of the House believes that the following qualities should be decisive in the activities of a modern civil servant. The first of them - openness of mind and readiness for innovative solutions.

"Modern civil servants should be guided by the principle - less bureaucracy, more result-oriented. Often in our civil service everyone is in a hurry, everyone is busy, everyone works hard, but there is no effect. Therefore, a project approach with clear and tangible results should play an increasing role in the civil service," Maulen Ashimbayev emphasized.

In his opinion, another important quality is the ability to take responsibility. This is one of the most vulnerable spots of civil service at this stage, according to the Chairman of the Senate. Many civil servants avoid making decisions and are afraid of responsibility, so many issues of citizens and businesses are not solved and get dragged down. In this regard, it is now necessary to think about legal acts protecting civil servants, he added.

Maulen Ashimbayev also noted the need for constant striving for professional growth and improvement.

"Modern state managers must have deep knowledge, to think critically, to make quick decisions. Effectively communicate with colleagues, clearly and understandably explain to people the policy pursued. All this requires constant development of oneself and improvement of one's competences. It requires constant searching and striving for new things. It is very important that civil servants have qualities such as honesty and integrity," said Maulen Ashimbayev, wishing the graduates good luck and success in achieving their goals.
