Government Races Against Time: Two Weeks to Prepare for Heating Season


Measures to prepare for the upcoming heating season were considered at the Government session chaired by Prime Minister Alikhan Smailov, reports.

Deputy Minister of Energy Zhandos Nurmaganbetov reported that in accordance with the approved schedule at the power plants planned overhaul of 10 power units, 49 boilers and 54 turbines. To date, work is being carried out on 5 power units, 23 boilers and 20 turbines, while the repair of 4 power units, 17 boilers and 13 turbines has already been completed.

Along with this, overhaul of power transmission lines with a total length of about 25.3 thousand kilometers, 567 substations, as well as 3.5 thousand distribution points and transformer substations is planned. To date, work has been completed on 22.7 thousand kilometers of power lines, 514 substations, 3,466 distribution points and transformers.

Contractors are repairing all 6 boilers at Ridder CHPP. 7.2 billion tenge has been allocated from the Government's reserve for this purpose. Boilers №2 and 3 will be put into operation by the end of September.

Within the framework of ensuring reliable operation of Ekibastuz CHPP in the upcoming heating season repair of 10 boilers is provided. Auxiliary equipment, buildings and structures are also repaired at the expense of CAEC joint stock company.

Preparation of CHPP-2 of ArcelorMittal Temirtau JSC is also under control. The deadline for completion of repair of boiler No. 4 here is extended until the end of October. Similar monitoring is carried out on works at other heat sources.

Minister of Industry and Construction Kanat Sharlapaev made a report on the preparation of public utilities, social sphere and housing for the heating season.

Akim of Pavlodar region Assain Bayhanov reported on the readiness of Ekibastuz CHPP and heating networks, Akim of Mangystau region Nurlan Nogaev reported on repair work at MAEC, Akim of Abay region Nurlan Urankhayev reported on the repair of Gabbasov boiler house.

Prime Minister emphasized that there was very little time left before the start of the heating period. Thus, in the northern and eastern regions, depending on the weather, the heating season may start earlier. According to him, today there is a starting readiness of heat sources, but at the same time there are still risks of failure to complete the preparation of some of them in time. 

"At CHPP-2 in Temirtau the repair of boiler №4 is prolonged until the end of October. At Zhezkazgan CHPP the scheduled repair of boiler № 4 has not been completed, and at boiler № 9 only 4% of the work has been completed" Alikhan Smailov

According to him, with lagging repair work is carried out at energy enterprises of Abay, Kostanay, East Kazakhstan and Zhambyl regions. At the same time, taking into account the low load at the beginning of the heating season, it should not affect the temperature indicators in the houses.

"Akims of the above regions together with the Ministry of Energy need to conduct daily monitoring of the progress of repair work and provide in the heating period the necessary thermal capacity" Alikhan Smailov

He added that at MAEC the planned overhaul of power unit №3 had been postponed to 2024, emergency repair of power unit №2 was underway.

"Last week I visited Mangystau region and familiarized myself with the progress of repair works at MAEC. Akimat of the region needs to keep special control over their completion and stability of the power complex" Alikhan Smailov

According to the head of the Government, appropriate control should be provided for the reconstruction of heating networks in the regions. About 70% of the work has been completed in East Kazakhstan, Karaganda, Kyzylorda, Mangystau region, North Kazakhstan region and Shymkent.

At the same time, Alikhan Smailov drew attention that the preparation of a number of social facilities in Abay region, Atyrau region and the capital has not been completed. In addition, today the regions have accumulated only 28% of coal from the planned volume.
