Today, Vice Minister of Transport Maksat Kaliakparov and Chairman of the State Revenue Committee Zhandos Duisembiev, Deputy Head of the Border Service Department of the National Security Committee of the Zhetisu region Yerzhan Yertuganov, Vice President of JSC NC "KTZ" Bauyrzhan Urynbasarov and Akim of the Alakol district Almas Abdinov got acquainted with the modernization of the work of the Dostyk customs post in the Zhetisu region.
In order to develop the country's transit potential and increase trade turnover with neighboring countries, the Government of Kazakhstan has launched a full-scale modernization of checkpoints on the border with the People's Republic of China, the Republic of Uzbekistan and Turkmenistan, DKNews.kz reports.
For reference: as part of the modernization, 10 checkpoints are covered, of which: 5 from China ("Alakol", "Kalzhat", "Maykapchagai", "Bakhty", "Dostyk railway"), 4 from Uzbekistan ("Kaplanbek", "Kazygurt", "Atameken", "Tazhen"), 1 from Turkmenistan ("Temir Baba") and the Main Dispatch Department (MDD) in Astana, which will combine control over the passage of goods through checkpoints in one place.
For example, as part of the ongoing modernization, the "Alakol" automobile checkpoint is being built in a completely new place with a significant expansion of its territory.
In July 2023, the inspection complex “Dostyk railway” was put into operation.
For reference: checkpoints on the Kazakh-Chinese border are open round the clock.
The checkpoints "Kazygurt", "Atameken", "Tazhen", despite the ongoing modernization, also operate without closure.
The "Kaplanbek" checkpoint, in agreement with the Uzbekistani side, is closed for the duration of modernization.
The latest equipment for inspection and scanning of vehicles of the world manufacturer "NUCTECH COMPANY LIMITED" is used during construction.
Along with the modernization, work is underway to digitalize and centralize the control of customs posts in the MDD, which will be located in Astana with the placement of related control services in it, including the border service.
In order to eliminate corruption risks, decisions on the release of goods, cost control and the amount of customs payments at the border will be made in the MDD.
The modernization will improve the infrastructure of checkpoints, all conditions will be created for comfortable border crossing and high-quality state controls, increase throughput by 6 times and reduce border crossing time to 30 minutes by automating the entire cycle of goods movement.
For the development of the customs sphere, today we are opening a new terminal - a temporary storage warehouse (TSW) "Dostyk Customs Service", which will facilitate efficient and fast customs processing of goods at the "Dostyk automobile" checkpoint and an additional opportunity to increase throughput.
To reduce the cost of goods at the warehouse, the technology of "Cross-docking" (reloading from car to car) will be applied, in which the goods are not accepted for responsible storage, being in the warehouse for a minimum time.
The territory of the TSW is equipped with modern necessary infrastructure.
For the convenience of carriers and customers, customs officers are stationed on the territory of the TSW to carry out accelerated customs clearance of goods.
