From Peaceful Coexistence to a Shared Future

Since the founding of the People's Republic of China under the leadership of the Communist Party of China, Chinese diplomacy has steadfastly pursued an independent foreign policy of peace, deepening and expanding global partnerships and striving for mutually beneficial cooperation with all countries worldwide. From the Five Principles of Peaceful Coexistence to the three global initiatives (the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative) and the concept of building a community of shared future for mankind, China continues to offer and contribute Chinese wisdom and solutions for global governance.

The Five Principles of Peaceful Coexistence are fundamental principles proposed by the Chinese government and jointly advocated by the governments of India and Myanmar, which should be observed when establishing normal relations and conducting exchanges and cooperation between countries. In December 1953, Premier Zhou Enlai first proposed the Five Principles of Peaceful Coexistence during a meeting with the Indian delegation in Beijing. In April 1954, the governments of China and India signed the "Agreement on Trade and Intercourse between the Tibet region of China and India" in Beijing and unanimously agreed to include the Five Principles of Peaceful Coexistence as the guidance for relations between the two countries. In June 1954, Premier Zhou Enlai was invited to visit India and Myanmar, where China-India and China-Myanmar respectively issued joint statements officially confirming the Five Principles of Peaceful Coexistence as the principles regulating relations between the two countries, stating that these principles apply not only between the two countries but also in general international relations. In April 1955, at the Bandung Conference, Premier Zhou Enlai proposed five principles - mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, and peaceful coexistence, which became the fundamental norms of China's external relations and played a significant historical role in promoting unity and cooperation among the peoples of Asia and Africa.

China is not only an advocate of the Five Principles of Peaceful Coexistence but also a faithful follower. Based on the Five Principles of Peaceful Coexistence, China has resolved historically established border issues with most of its neighbors and established diplomatic relations with many countries worldwide. Over the past 70 years, the Five Principles of Peaceful Coexistence have not only become the foundation of China's independent foreign policy of peace but have also been adopted by other states. In fact, they have become basic norms of international relations and international law. They have played an important role in maintaining peace and stability worldwide, as well as in developing friendly cooperation between countries, contributing Eastern wisdom to the proper regulation of interstate relations.

In recent years, the international situation has undergone unprecedented complex and profound changes, with many processes accelerating. In turn, China has always adhered to the path of peaceful development, keeping pace with the times and proposing Chinese solutions for global governance, which led to the formation of the community of shared future for mankind. The ultimate goal of this concept is to create a clean and beautiful world with long-term peace, universal security, common prosperity, openness, and inclusiveness. For this, it is necessary to promote global governance based on the principles of extensive consultation, joint contribution, and shared benefits. It is important to adhere to universal values, promote the formation of a new type of international relations, implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, carry out high-quality cooperation within the framework of the Belt and Road Initiative, unite the efforts of all countries to counter challenges and achieve common prosperity. The building of a community of shared future for mankind consolidates the greatest common denominator of the aspirations of people from all countries to build a better world. It embodies the greatest common denominator of the aspirations of the peoples of all countries to build a better world and represents China's plan regarding what kind of world and how to build it.

Over more than thirty years of diplomatic relations, China-Kazakhstan relations have developed ahead of schedule and reached the highest level in history as an eternal comprehensive strategic partnership. China and Kazakhstan actively participate in global governance and are active participants and contributors to the Five Principles of Peaceful Coexistence and the building of a community of shared future for mankind, setting a good example of cooperation in promoting global multipolarity and reforming the global governance system.

This year marks the 70th anniversary of the proclamation of the Five Principles of Peaceful Coexistence and the first year of the "second decade" of building a community of shared future for mankind. China is ready to work with all countries of the world, including Kazakhstan, to follow and promote the Five Principles of Peaceful Coexistence, actively practice the common values of all mankind, earnestly implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, promote an equal and orderly multipolar world and inclusive and accessible economic globalization, jointly contribute to building a community of shared future for mankind, and make new contributions to promoting peace, security, prosperity, and progress for the whole world.
