In an exclusive article for DKnews.kz, the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Republic of Kazakhstan, Zhang Xiao, spoke about the significance of deepening reforms and modernization in the Chinese style for the further development of Sino-Kazakh relations. The Ambassador emphasized the importance of joint implementation of the Belt and Road Initiative and shared his thoughts on the new opportunities that open up for cooperation between the two countries within the framework of these strategic efforts.

From July 15 to 18, 2024, the third plenary session of the 20th Central Committee of the Communist Party of China (CPC) was successfully held. The plenary session developed systematic plans and agreements for China to further comprehensively deepen reforms, which have epoch-making significance. The most important outcome of the session was the review and adoption of the "Decision of the Central Committee of the CPC on Further Comprehensively Deepening Reforms to Promote Chinese Modernization." The decision adopted at the plenary session put forward more than 300 important reform initiatives covering all levels of the system and mechanisms. All the reform tasks set out in this "Decision" are planned to be completed by 2029, marking the 80th anniversary of the founding of the People's Republic of China, sending a strong signal that reforms and openness will not stop. We have every reason to believe that further comprehensive deepening of reforms and promotion of modernization in the Chinese style will open up new opportunities for the development of countries around the world, give strong impetus to the further development of Sino-Kazakh relations, and have important guiding significance for the development of both countries. I would like to share some thoughts.

Firstly, we must continue to jointly promote high-quality cooperation in the Belt and Road Initiative. The "Decision" proposes to improve the mechanism for promoting high-quality joint implementation of the Belt and Road Initiative and to create a multi-dimensional interconnected network within the framework of the Belt and Road Initiative. Kazakhstan, where the Belt and Road Initiative was first announced, holds a unique and irreplaceably important position in its high-quality construction. Cooperation between China and Kazakhstan in the joint construction of the Belt and Road Initiative began early, has a solid foundation, and has achieved fruitful results, setting a model and benchmark for cooperation on a global scale.

During President Xi Jinping's state visit to Kazakhstan in July this year, the leaders of the two countries exchanged in-depth views on the development of strategic cooperation between China and Kazakhstan and further promotion of high-quality construction of the Belt and Road Initiative. Reaching a new important consensus on cooperation, both sides outlined new plans and agreements for the next phase of cooperation and indicated a new direction for development. China and Kazakhstan must faithfully implement the agreements reached by the two heads of state, continue the high-quality joint construction of the Belt and Road Initiative, and continue to promote bilateral cooperation in practical areas such as the economy, trade, production capacity, connectivity, and agriculture to achieve constant breakthroughs and bring more benefits to the peoples of both countries.

Secondly, we must continue to strengthen cultural exchanges and closer ties between our peoples. The "Decision" states that it is necessary to establish a mechanism for implementing the Global Civilization Initiative, facilitate management procedures in the practice of "going out" and "inviting in," and expand cooperation in the field of international cultural exchanges. Cultural cooperation is an important part of Sino-Kazakh relations and plays an irreplaceable and important role in enriching the connotation of Sino-Kazakh relations and strengthening the public opinion foundation of friendship between the two countries.

During President Xi Jinping's visit in July, the two countries achieved fruitful results in humanitarian cooperation. A number of cooperation documents in the fields of education, science and technology, culture, media, and local cooperation were signed, and cultural centers of the two countries and the Kazakhstan branch of Beijing Language and Culture University were successfully opened. China decided to open a second "Luban Workshop" in Kazakhstan and hold the "Year of Chinese Tourism" in Kazakhstan next year. Both sides will expand cooperation in media, think tanks, cinema, and television, encouraging more provinces and cities to establish strong ties to create a favorable public opinion.

However, today some countries seek hegemony and power, create small cliques, and engage in suppression and interference in the internal affairs of states. In the current international community, there are endless rumors such as the "theory of civilization superiority" and the "theory of the clash of civilizations." In this regard, China and Kazakhstan should strengthen cooperation and work together, actively promote the common values of all mankind, actively implement the Global Civilization Initiative, take a clear stand against ideological confrontation, and advocate exchanges, dialogue, cooperation, and mutual learning among different civilizations.

Thirdly, we must adhere to the path of peaceful development and jointly promote the building of a community with a shared future for mankind. The "Decision" emphasizes that Chinese modernization is being implemented while adhering to the path of peaceful development. China will implement the common values of mankind - peace, development, justice, fairness, democracy, and freedom - and faithfully implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative. China will promote equal and orderly multipolarity and inclusive economic globalization, promoting the building of a community with a shared future for mankind. China and Kazakhstan are active supporters, participants, and contributors to building a community with a shared future for mankind, setting a good example of cooperation in promoting world multipolarity and reforming the global governance system. President Xi Jinping's visit to Kazakhstan in July is of great importance for inheriting the traditional friendship between China and Kazakhstan, strengthening the good-neighborly friendship between the two countries, and creating a China-Kazakhstan community with a shared future characterized by eternal friendship, high mutual trust, and interconnectedness.

I want to emphasize that peaceful development is an inevitable choice for modernization in the Chinese style. Unlike some modern Western countries that embarked on the path of modernization through war, colonization, plunder, etc., China has enshrined its commitment to the path of peaceful development in the Charter of the Communist Party of China and the Constitution, and proposed promoting a new type of international relations characterized by mutual respect, fairness, justice, and mutually beneficial cooperation. China has embarked on a new path that is entirely different from the rise of traditional powers. China and Kazakhstan advocate the implementation of the concept of common, comprehensive, cooperative, and sustainable security, seek to achieve peace on the planet, global development, and a fair world order. Both sides should continue to closely interact within the framework of the UN, SCO, CICA, and other multilateral platforms, actively support each other's constructive initiatives for international cooperation, and resolutely defend common strategic interests, security interests, and development interests.

Further comprehensive deepening of reforms by China and efforts to promote modernization in the Chinese style will give new impetus to Sino-Kazakh relations. We hope that both countries will continue to be fellow travelers on the path of reform, good partners on the path of development, and work hard together to create another "golden thirty years" of Sino-Kazakh relations.
