She emphasized that in today’s world, lasting peace can only be achieved through respectful dialogue, equal cooperation, and the rejection of unilateral approaches. China, she noted, is ready to work with Kazakhstan and other countries to build a safer, more stable, and just future for all.
Jointly Advancing the Global Security Initiative and Safeguarding World Peace and Stability Together
Today, the world is undergoing unprecedented changes — in international order, in the global landscape, and in the course of history. As a responsible major power and a permanent member of the UN Security Council, China remains committed to peaceful development. It firmly opposes hegemonism and power politics and sees the maintenance of global peace and stability as a key responsibility.
In response to growing global security challenges, China launched the Global Security Initiative (GSI) in April 2022. President Xi Jinping first introduced the initiative during the Boao Forum for Asia, outlining a vision of common, comprehensive, cooperative, and sustainable security. The initiative promotes solidarity in the face of geopolitical shifts and encourages win-win cooperation to address increasingly complex security risks.
In February 2023, China published a concept paper on the GSI, elaborating six core principles:

A commitment to common, comprehensive, cooperative, and sustainable security;

Respect for the sovereignty and territorial integrity of all countries;

Upholding the purposes and principles of the UN Charter;

Addressing the legitimate security concerns of all nations;

Resolving disputes peacefully through dialogue and consultation;

Coordinated protection of both traditional and non-traditional security areas.
The initiative also upholds the principle of indivisible security, calling for the creation of a global community of security for all — a world free from fear and marked by universal safety.
In July 2024, China released its first progress report on the implementation of the GSI, highlighting concrete achievements in 20 priority areas of cooperation. The results demonstrate how the initiative has evolved from a Chinese proposal into a growing international consensus and practical force for peace.
First, the GSI provides strategic direction for global peace and long-term stability.
By promoting a win-win mindset and shared security, the initiative addresses the world’s urgent need to prevent conflict and protect development. Over 100 agreements between China and other countries or international organizations have incorporated the GSI's core principles, showcasing the rising influence of China’s vision for a peaceful global community.
Second, it offers constructive solutions to international conflicts.
China has facilitated the restoration of diplomatic relations between Saudi Arabia and Iran, encouraging broader dialogue in the Middle East. It has played an active role in Palestinian reconciliation talks held in Beijing and continues to promote peaceful resolutions to the Ukraine crisis. From supporting negotiations on the Korean Peninsula to reviving the Iran nuclear deal, China’s diplomatic efforts reflect a strong commitment to implementing the GSI.
Third, the GSI accelerates international and regional security cooperation.
Under this framework, China has taken part in UN peacekeeping operations and built multidimensional partnerships with Global South countries, especially in non-traditional security areas. Initiatives like the Global Data Security Initiative and the Global AI Governance Initiative show China’s leadership in shaping future security norms in emerging fields.
Fourth, the GSI fosters new platforms for dialogue and cooperation.
Solving global security challenges requires shared understanding and joint action. Within the China–Central Asia mechanism, China has established ministerial-level cooperation platforms in areas such as security enforcement, customs, and emergency management. These mechanisms support deeper collaboration and shared commitment to building a safer region.
A Strong Partnership: China and Kazakhstan
China and Kazakhstan are not only close neighbors but also trusted partners with a shared future. During President Xi Jinping’s state visit to Kazakhstan in July 2023, the two countries agreed to work closely together to implement the GSI. Both nations actively support the initiative and serve as strong examples of international cooperation for peace and stability.
This year, 2025, marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and World War II. In today’s complex and shifting global environment, China and Kazakhstan reaffirm their commitment to the founding principles of the United Nations. They oppose any attempts to distort or rewrite the history of WWII, and they pledge to uphold the post-war international order.
Moving forward, China will continue working closely with Kazakhstan and other countries through multilateral platforms like the Shanghai Cooperation Organization (SCO) and BRICS. Together, they will promote multipolarity, support democracy in international relations, advocate true multilateralism, and work toward better global security governance.
China, Kazakhstan, and the wider international community are walking hand-in-hand toward a peaceful and secure future for all.
