Prime Minister Olzhas Bektenov chaired a session of the Board of Directors of JSC “Samruk-Kazyna”, DKNews.kz reports.

For the first time, the meeting included the participation of an independent digital board member with voting rights — SKAI (Samruk-Kazyna Artificial Intelligence). This neural network, based on the Kazakh language model Alem LLM, was previously presented to the Head of State at the digital forum Digital Bridge 2025.

On the agenda of the meeting were the results of the Fund’s activity over nine months of the current year.

Attention was paid to the implementation of the President’s directives regarding large infrastructure projects. In Jambyl Region a facility for producing wind energy components was launched. In Zhanaozen, a 50 MW solar power plant went into operation. The first launch complex for the gasification of the city of Kosshy was started. New infrastructure spanning 409 kilometers enables the transport of up to 32.8 thousand cubic meters of gas per hour. The second tracks on the Dostyk–Mointy section were opened to traffic, significantly increasing the throughput of the railway network, speeding up freight transport, and creating new opportunities for the export potential of the country. A new main gas pipeline “Taldykorgan – Usharal” with a length of 302 km was put into operation. The Fund continues the implementation of large-scale initiatives in energy, transport, and digitalization.

Board members raised several questions regarding the efficiency indicators of project implementation. Chairman of the Fund’s Management Board Nurlan Zhakupov reported that overall financial indicators show stable positive dynamics. Production results are in line with planned values. According to monitoring, the Fund’s group has utilized 99% of resources allocated for major investment projects.

Prime Minister Olzhas Bektenov emphasized to the Board members the importance of the Fund fulfilling its previously given directives in supporting domestic goods producers.

The digital board member SKAI reported that the growth in support to domestic goods producers by the Fund over the first nine months of the current year, compared to the same period last year, reached 75%. The volume of purchases from domestic goods producers amounted to 721 billion tenge. A total of 7,227 contracts were signed with 497 domestic producers (in nine months of 2024 — 411 billion tenge, 414 contracts with 516 producers). According to SKAI, the procurement volume plan for the current year will be significantly exceeded, taking into account a deal for the purchase of locomotives from a domestic manufacturer affiliated with Wabtec.

The meeting also included a report on the progress of the presidential initiative “Taza Kazakhstan,” under which employees of companies in the Samruk-Kazyna group will plant about 1 million trees. Also presented was information on social projects in the fields of inclusion, sports, and medicine. Currently more than 700,000 people receive social services at 87 facilities, including sports complexes, rehabilitation centers, and inclusive support offices. By the end of the year, the Fund plans to open several more facilities, including new sports complexes in Mangystau and West Kazakhstan regions.

Following the meeting, the leadership of Samruk-Kazyna was instructed to ensure timely commissioning of infrastructure projects and intensify support for domestic goods producers. It is necessary to increase the share of Kazakh content in procurement of goods and services.

For reference: According to Samruk-Kazyna, all Board of Directors documents from 2008 onward have been uploaded to the SKAI neural network. SKAI was trained accordingly and, in its operations, is guided by the regulatory and legal acts of the Republic of Kazakhstan. The neural network is capable of processing financial, operational, and market data in real time, identifying patterns, forecasting risks and consequences, and generating substantiated recommendations and decisions on each agenda item. The accuracy and independence of SKAI’s analytics significantly reduce the influence of human factors and enhance the transparency of corporate governance. All data is stored in a secure environment on a GPU cluster of JSC “Kazakhtelecom,” fully localized in Kazakhstan.
