From October 20 to 23, the 4th Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) was held in Beijing, marking a crucial milestone on the path toward achieving the goals of the 15th Five-Year Plan. The session approved proposals that will define the nation’s economic and social development strategy for the coming years and lay the foundation for achieving socialist modernization by 2035.
According to the Ambassador, the strength of China’s path lies in unity, resilience, and consistent development. The 15th Five-Year Plan period will focus on strengthening scientific and technological self-reliance, driving innovation, and improving the quality of life for the people. Han Chunlin emphasized that China is ready to deepen strategic alignment with Kazakhstan, build mutual trust, and open new horizons for shared prosperity - creating a community of shared future based on friendship, solidarity, and mutual support.
The Power of Unity - A New Chapter in Chinese Modernization
The 4th Plenary Session of the 20th CPC Central Committee was successfully held in Beijing from October 20 to 23, 2025. Its main outcome was the review and adoption of the "Proposals of the CPC Central Committee for the Formulation of the 15th Five-Year Plan for National Economic and Social Development", which outlined the systematic planning and strategic direction of China’s economic and social development for the next five years.
The scientific formulation and consistent implementation of Five-Year Plans have been a hallmark of the CPC’s governance and a key political advantage of socialism with Chinese characteristics. From the first to the fourteenth plan, the central theme has remained unchanged - building China into a modern socialist power. The 20th CPC National Congress introduced a "two-stage" strategy in which the 15th Five-Year Plan occupies an important place. By 2035, socialist modernization is expected to be largely achieved. The 14th Five-Year Plan, as the first step in this process, has already laid a solid foundation. China’s economic strength, scientific and technological capabilities, and overall national power have reached new heights.
It is expected that China’s GDP will reach around 140 trillion yuan in 2025. The 15th Five-Year Plan period will be a decisive phase for strengthening foundations and achieving all-round development. The external environment China faces is undergoing profound and complex changes: strategic opportunities coexist with risks and challenges, and the number of uncertain and unpredictable factors continues to grow. Nevertheless, the strong fundamentals, numerous advantages, resilience, and vast potential of the Chinese economy remain unchanged. The underlying conditions for long-term, sustainable growth are intact, and the advantages of China’s socialist system, its huge domestic market, comprehensive industrial base, and abundant human resources are becoming more evident.
Development - The Key to Solving China’s Challenges
During the 15th Five-Year Plan, China must adhere firmly to high-quality development as a guiding principle, fully implement the new development philosophy, and accelerate the creation of a new development framework tailored to local conditions. Under the guidance of scientific and technological innovation and relying on the real economy as a foundation, China should accelerate the construction of a modern industrial system to ensure steady and healthy economic growth and comprehensive social progress.
To advance high-quality development, the interests of the people must always come first. The people-centered development philosophy must remain the foundation and ultimate goal of modernization - ensuring that the benefits of progress are distributed more fairly among all citizens. China is ready to use the formulation and implementation of the 15th Five-Year Plan as an opportunity to strengthen the alignment of development strategies with Kazakhstan, deepen political mutual trust, and continue providing firm support on issues concerning the core interests of both countries.
