Huawei Expands Its Presence in Kazakhstan: New Projects and Plans

As part of an official working visit to China, Nurlan Zhakupov, Chairman of the Management Board of Samruk-Kazyna, held a meeting with Liang Hua, Chairman of the Board of Directors of Huawei Technologies. The talks highlighted the growing strategic partnership between Kazakhstan and one of the world’s leading technology companies, DKNews.kz reports.

During the meeting, Nurlan Zhakupov expressed his appreciation for the warm reception and hospitality, and emphasized Huawei’s significant contribution to the development of the global innovation ecosystem. He noted that Huawei’s technological expertise and long-term vision play an important role in accelerating digital transformation worldwide, including in Central Asia.

Localizing IT Production in Kazakhstan

One of the key topics of discussion was the progress of joint projects aimed at localizing IT product manufacturing in Kazakhstan. These initiatives are already moving into an active implementation phase: projects involving Huawei are currently underway in 12 portfolio companies and subsidiaries within the Samruk-Kazyna Group.

The cooperation goes beyond equipment supply. It focuses on developing local production capabilities, strengthening digital infrastructure, and building technological expertise inside the country. Such an approach supports Kazakhstan’s efforts to create sustainable value chains and reduce reliance on imported technologies.

Digitalization as a Shared Strategic Priority

Both sides confirmed their strong interest in further deepening cooperation and launching new joint initiatives in the field of digitalization. These initiatives are expected to support key areas such as industrial automation, public-sector digital transformation, and the deployment of advanced ICT solutions.

Digitalization is seen as a core driver of productivity, economic resilience, and long-term competitiveness for Kazakhstan’s economy.

A Partnership Built on Trust

The meeting also built upon the Strategic Cooperation Agreement signed in September last year during a session of the Kazakhstan–China Business Council. That agreement formally закрепило the status of Samruk-Kazyna and Huawei as reliable long-term partners, laying the foundation for sustained collaboration.

Huawei is one of China’s leading providers of information and communications technology (ICT) infrastructure and smart devices. The company operates in more than 170 countries and regions, and continues to invest heavily in research, development, and next-generation digital technologies.

For Kazakhstan, cooperation with Huawei represents more than a technology partnership — it is an opportunity to integrate into global innovation networks and accelerate the development of a strong national digital ecosystem.
