Armenian Experts Show Interest in Kazakhstan’s Political Reforms

Kazakhstan and Armenia are increasingly focusing on expert-level dialogue as an important complement to official diplomacy. This was underscored during a meeting in Yerevan between Ambassador of Kazakhstan to Armenia Bolat Imanbayev and representatives of Armenia’s expert and analytical community.

The discussion brought together leading Armenian political analysts and civil society representatives, creating an open platform for an in-depth exchange of views on the future of bilateral relations and regional cooperation, DKNews.kz reports.

Beyond formal diplomacy

The meeting went beyond protocol statements and focused on substance. Participants discussed how Kazakhstan–Armenia relations can be further developed, with particular emphasis on expanding cooperation between expert and analytical communities.

Both sides noted that expert dialogue plays a growing role in shaping long-term strategic understanding, helping governments better anticipate challenges and identify new areas of cooperation.

Kazakhstan’s constitutional reform in focus

A key part of the conversation was devoted to Kazakhstan’s ongoing constitutional reform initiated by President Kassym-Jomart Tokayev. Armenian experts were briefed on the main principles of the reform, which aims to build a new architecture of the state system, strengthen democratic institutions and institutionalize dialogue between the state and society.

Participants agreed that these changes are not technical adjustments, but systemic reforms that are crucial for Kazakhstan’s sustainable development and political stability in the long term.

Trust as a cornerstone of foreign policy

Representatives of the Armenian expert community highlighted Kazakhstan’s consistent policy of strengthening trust at both regional and international levels. According to them, Astana’s balanced and predictable foreign policy creates favorable conditions for deepening strategic partnership with Armenia.

In today’s complex geopolitical environment, such an approach was described as an important factor for maintaining stability and constructive dialogue in the region.

Proposal for an expert roundtable in Yerevan

Recognizing the importance of regular and structured dialogue, Armenian political scientists proposed organizing an expert roundtable in Yerevan. The initiative aims to provide a dedicated platform for exchanging views on current bilateral issues and for developing joint analytical proposals and practical recommendations.

This format is seen as a way to move expert cooperation to a more systematic level and to generate ideas that could later be reflected in official policy discussions.

Why it matters

The meeting in Yerevan demonstrated that Kazakhstan–Armenia relations are evolving beyond traditional diplomatic channels. Expert engagement is becoming an integral part of bilateral ties, contributing to deeper mutual understanding and more resilient cooperation.

Such interactions reflect a broader trend in modern diplomacy, where analytical dialogue and “soft power” tools play an increasingly important role alongside formal agreements and political contacts.
