Kazakhstan and OSCE ODIHR discuss monitoring of upcoming constitutional referendum

Kazakhstan’s Permanent Representative to international organizations in Vienna Mukhtar Tleuberdi held a meeting with Director of the OSCE Office for Democratic Institutions and Human Rights Maria Telalian, DKNews.kz reports.

The talks focused on cooperation ahead of the March 15 republican referendum on the adoption of Kazakhstan’s new Constitution.

Support for international monitoring

During the meeting, the Kazakh diplomat expressed appreciation for ODIHR’s readiness to observe the upcoming vote.

He also briefed the OSCE representative on the key provisions of the draft Constitution and the goals of the reform.

According to Mukhtar Tleuberdi, the proposed changes represent a major transformation of Kazakhstan’s governance model.

“The proposed constitutional reform represents a comprehensive modernization of the model of public administration in Kazakhstan and is a continuation of the consistent political transformations of the President of Kazakhstan Kassym-Jomart Tokayev.”

Open and inclusive drafting process

Tleuberdi emphasized that the Constitution was prepared through a transparent and inclusive process.

He noted that the work of the Constitutional Commission involved:

  • Broad participation of civil society.

  • Engagement of political parties.

  • Contributions from public organizations.

  • Input from the expert community.

Officials say this approach was aimed at ensuring public trust and legitimacy of the reform.

OSCE notes openness of dialogue

Maria Telalian welcomed Kazakhstan’s commitment to transparency and constructive engagement.

She expressed gratitude for the openness demonstrated by the Kazakh side and confirmed her intention to visit Astana later this year.

Observers say such dialogue reflects Kazakhstan’s continued cooperation with international institutions on political reforms.
