But talks with Tokyo Metropolitan University have put three areas on the table: student mobility, joint research and collaborative training, DKNews.kz reports.
Kazakhstan’s Minister of Science and Higher Education Sayasat Nurbek and Ambassador to Japan Yerlan Baudarbek-Kozhatayev met with Tokyo Metropolitan University President Takaya Ohashi, according to the Kazakh Ministry of Science and Higher Education.
Student and faculty exchanges lead the agenda
The talks focused on building direct links between universities in Kazakhstan and Japan. The two sides discussed academic mobility, faculty and researcher exchanges, and new formats for training specialists.
If those plans advance into formal agreements, Kazakh students could gain access to study programs at the Japanese university, while academics could join cross-border research teams.
The ministry’s statement did not identify prospective partner universities in Kazakhstan. It also gave no details on disciplines, student quotas, selection criteria, funding or launch dates.
Those terms will determine whether the initiative develops into a broad mobility program or remains limited to a small number of research groups.
Research cooperation could move directly between universities
Joint research formed the second pillar of the meeting. Kazakhstan is seeking closer exchanges between academics and opportunities to train specialists through collaborative projects.
A university-to-university model would allow participating institutions to select research priorities, assemble joint teams and manage projects directly.
For now, the two sides have not named target disciplines, funding sources or institutions responsible for implementation. The meeting established areas of interest rather than a finished partnership framework.
Tokyo Metropolitan University is looking outward
Tokyo Metropolitan University is the only comprehensive university established by the Tokyo Metropolitan Government. Its work spans basic and applied research, including studies focused on the challenges facing major cities.
The university plans to introduce English-taught programs in several departments from the 2027 academic year and establish a new international faculty in 2028, President Takaya Ohashi said in an official university message.
That international push gives Kazakh universities a timely opening. More English-language courses could lower a practical barrier for students and researchers who want to work in Japan but do not study in Japanese.
An Astana forum will test whether talks produce projects
Nurbek invited Ohashi to attend the Strategic Partners Forum scheduled for November 2026 in Astana.
The event is expected to bring together leading Kazakh universities and overseas institutions. It could provide the next venue for converting the discussions into exchange programs, research partnerships or formal agreements.
Until then, the proposal remains at the exploratory stage. The next decisions — which Kazakh universities participate, which disciplines are prioritised and who pays — will determine whether the talks deliver opportunities beyond the meeting room.
