Kazakhstan Proposes Localizing Production and Processing with China

Kazakhstan has invited Chinese and international companies to invest in mineral exploration, mining and advanced processing, with an emphasis on bringing technology and production facilities into the country. DKNews.kz reports the initiative, citing Kazakhstan’s Ministry of Industry and Construction.

Industry and Construction Minister Yersayin Nagaspayev presented the proposal at the opening of the 28th China Mining Conference and Exhibition in Tianjin, China. Kazakhstan also unveiled its first unified national pavilion at the event, showcasing companies and investment opportunities in the mining sector.

Building production capacity in Kazakhstan

Nagaspayev outlined Kazakhstan’s interest in developing the full mineral value chain, from finding deposits to processing extracted resources into higher-value products. He emphasized attracting modern technology and establishing production facilities within the country.

“Kazakhstan offers the opportunity to jointly create new value chains and modern production facilities. We invite Chinese and international companies to cooperate in exploration, extraction and deep processing of mineral resources. We place particular emphasis on attracting modern technologies and localizing production. It is important to take industrial cooperation to a new level and implement projects that serve our countries’ long-term interests,” Yersayin Nagaspayev said.

The minister linked the strength of Kazakhstan’s strategic partnership with China to the close ties and mutual understanding between Kazakh President Kassym-Jomart Tokayev and Chinese President Xi Jinping.

He said business and investment relations had expanded steadily in recent years, alongside growing industrial cooperation.

Chinese companies operate across several industries

According to the ministry, around 11,000 enterprises with Chinese participation operate in Kazakhstan.

The ministry identified CNPC, Sinopec, CITIC Group, Zijin Mining, East Hope Group, Huawei, PowerChina, SANY, Fufeng and Lihua Group among Kazakhstan’s major corporate partners.

These companies are involved in projects spanning oil and gas, mining, energy, infrastructure, advanced technology and other industries.

Nagaspayev also met Chinese Vice Premier He Lifeng, who addressed the conference. Their bilateral talks focused on prospects for industrial cooperation under agreements reached by the two countries’ leaders.

A first national pavilion at China Mining

Nagaspayev travelled to Tianjin at the invitation of China’s minister of natural resources. Alongside China Mining 2026, he attended the ministerial forum on international cooperation in the mining industry.

China Mining is a major international gathering focused on geology, mineral resources and mining. The event brought together representatives from 65 countries, including 35 ministers, as well as major industrial corporations and industry experts. Its central theme was mutually beneficial cooperation and green and intelligent development.

Kazakhstan’s first unified national pavilion brought together mining and exploration companies, industry organizations and prospective investment projects. Nagaspayev and Chinese Minister of Natural Resources Liu Guohong jointly opened the pavilion.
