Berlin delivered more than 30 new commercial agreements. Kazakhstan and Germany signed documents worth around $2 billion during President Kassym-Jomart Tokayev’s visit, shifting attention from negotiations to the implementation of concrete projects, DKNews.kz reports.
Tokayev announced the figure during a joint media briefing with German Federal Chancellor Friedrich Merz on September 29. Germany’s Federal Government had identified energy, raw materials, regional cooperation and international security as key topics ahead of the meeting.
More than 30 agreements valued at around $2 billion
Tokayev described the Berlin talks as substantive and productive and pointed to the commercial agreements as one of their most tangible results.
«More than 30 commercial documents worth a total of around 2 billion US dollars were signed as part of the talks. Clearly, the effective implementation of these contracts will make cooperation between our two countries even stronger. Tomorrow, I plan to visit Bavaria and meet with a number of senior officials. During the visit, I will take part in a unique event – the Kazakhstan-Bavaria Technology Forum. I expect this meeting to also contribute to strengthening the partnership between our countries», — Tokayev said.
The emphasis now moves to implementation. The value of the agreements will depend on which projects progress from signed documents to investment, production and trade.
Bavaria becomes the next stop
Tokayev’s German programme continues on September 30 in Bavaria.
The President is expected to meet senior officials and participate in the Kazakhstan-Bavaria Technology Forum, adding a regional business and technology component to the agreements reached in Berlin.
The Bavaria programme is expected to focus on technology, energy, innovation, trade and investment opportunities.
This follows a series of meetings in Berlin where Kazakhstan promoted cooperation with German companies in industrial production, critical raw materials, logistics, digital infrastructure and advanced technologies.
Tokayev says agreements now need to be implemented
Asked about the state of Kazakhstan-Germany relations ahead of the 35th anniversary of diplomatic ties in 2027, Tokayev focused on what comes after the agreements.
He said Kazakhstan had arrived in Germany expecting new deals and that those agreements had now been reached. The next task, according to the President, is ensuring their proper implementation.
Tokayev also reiterated his invitation for Merz to visit Kazakhstan next year.
The Chancellor’s office had scheduled the September 29 meeting around the expansion of bilateral energy and raw-materials cooperation, regional issues and international security.
Tokayev comments on the war in Ukraine
International security became another major subject at the briefing.
Responding to a question from ARD correspondent Demian von Osten, Tokayev clarified his earlier remarks about the war in Ukraine.
The Kazakh President said his proposal concerned freezing military operations as a way of creating conditions for negotiations, rather than an assertion that the war could simply be stopped immediately.
«I did not say that the war should be stopped immediately. I understand that, under current circumstances, this would probably be unrealistic. What I am talking about is freezing military operations on the territory of Ukraine in order to move towards diplomatic negotiations or negotiations in any other format», — Tokayev said.
He also reiterated Kazakhstan’s position on adherence to the UN Charter and respect for the territorial integrity of states.
The issue sits within a broader diplomatic position expressed during Tokayev’s German visit: Kazakhstan and Germany have said conflicts should be addressed through peaceful political and diplomatic means.
Tokayev speaks about Putin
The President was also asked to comment on Russia and his earlier statement made in Omsk.
Tokayev described Russian President Vladimir Putin as, in his assessment, a political figure acceptable for engagement with Central Asia, including Kazakhstan, as well as Europe and the wider international community.
He said this assessment was based on his personal knowledge of Putin and his view of the qualities required to lead Russia.
At the same time, Tokayev stressed Kazakhstan’s adherence to the UN Charter and the principle of territorial integrity, and expressed respect for the Ukrainian people, their history, culture, traditions and language.
The comments came during a briefing where international security was one of the publicly discussed issues. Germany had also listed international security among the topics planned for the Chancellor’s talks with Tokayev.
Germany remains a strategic partner for Kazakhstan
Tokayev described Germany as a reliable strategic partner in Europe and recalled that it was among the first countries to recognise Kazakhstan’s independence.
The two countries will mark 35 years of diplomatic relations in 2027.
The President said cooperation has expanded across trade, investment, culture, humanitarian ties and international organisations over that period.
The immediate economic benchmark from the Berlin visit, however, is now clear: more than 30 commercial documents with a combined value of around $2 billion. The next measure will be how much of that portfolio moves into actual implementation.
