Kazakhstan and Cambodia could establish direct air links as the two countries seek to expand their economic and diplomatic relationship. President Kassym-Jomart Tokayev raised the proposal during talks with Cambodian Prime Minister Hun Manet in Astana on October 17, 2026. According to the official statement from Akorda, the leaders also discussed energy cooperation, trade, digital government and humanitarian exchanges, DKNews.kz reports.

The visit marks a diplomatic milestone: Hun Manet is the first Cambodian prime minister to visit Kazakhstan. Cambodia also expressed particular interest in Kazakhstan's experience in developing electronic government services.

A historic first for Kazakhstan-Cambodia relations

Prime Minister Hun Manet was welcomed at Akorda during an official ceremony attended by representatives of both countries.

President Kassym-Jomart Tokayev and the Cambodian prime minister introduced members of their respective delegations. The commander of the Guard of Honor delivered a formal report, followed by performances of both national anthems by the presidential orchestra.

The two leaders then proceeded to Akorda's East Hall for one-on-one negotiations.

Tokayev described the visit as an important moment in bilateral relations, noting that no Cambodian prime minister had previously traveled to Kazakhstan.

“I believe your visit is of historic significance, as no Cambodian Prime Minister has ever visited Kazakhstan. At the same time, you have a special personal connection to our country: your father visited Kazakhstan back in 1982. Today, we will discuss a broad range of bilateral issues. Kazakhstan has great affection for your country. Many Kazakh people would like to visit Cambodia and discover its attractions. We need to discuss the possibility of establishing direct air links between our countries. We should also intensify exchanges in the humanitarian sphere,” Kassym-Jomart Tokayev said.

Could Kazakhstan launch direct flights to Cambodia?

One of the most notable proposals discussed during the meeting was the possibility of establishing direct air connections between Kazakhstan and Cambodia.

Cambodia is an increasingly attractive destination for international travelers, particularly those interested in Southeast Asia's cultural heritage and historic landmarks, including the UNESCO-listed Angkor archaeological site.

Direct flights could make travel between the two countries more convenient, reducing reliance on connecting routes through other international hubs.

Improved air connectivity could also support business travel, tourism, cultural exchanges and closer contacts between companies in both countries.

However, the proposal remains at the discussion stage. Akorda's statement did not announce specific routes, airlines or launch dates.

Tokayev recalls Hun Manet's family connection to Kazakhstan

During the meeting, President Tokayev highlighted an unexpected historical connection between the Cambodian prime minister's family and Kazakhstan.

He noted that Hun Manet's father visited Kazakhstan in 1982, decades before the current official visit.

The reference added a personal dimension to the discussions and underscored the historical connections that predate the current stage of bilateral relations.

Tokayev expressed confidence that Hun Manet's visit would provide new momentum for cooperation between the two countries.

Cambodia sees opportunities in Kazakhstan's energy sector

Energy cooperation emerged as another important subject of the negotiations.

Tokayev noted that both Kazakhstan and Cambodia possess considerable natural wealth, creating opportunities for deeper cooperation in resource-related industries.

Hun Manet expressed interest in identifying practical areas where the two governments could work together.

“I believe we now have an opportunity to expand cooperation in the energy sector. We could instruct our relevant agencies and ministries to jointly identify areas of mutual interest. Kazakhstan has considerable experience and advanced expertise in e-government. Our ministries are highly interested in exchanging experience in this field,” Hun Manet noted.

The Cambodian prime minister's remarks suggest that the next step could involve discussions between relevant ministries to identify potential projects and areas of shared interest.

No specific energy contracts or investment agreements were announced in the official account of the one-on-one meeting.

Kazakhstan's e-government experience attracts Cambodian interest

Beyond traditional economic cooperation, digital government became a prominent topic during the talks.

Hun Manet praised Kazakhstan's experience and technological expertise in electronic government, emphasizing that Cambodian ministries are interested in learning from the country's digital transformation.

Kazakhstan has developed digital public services through its e-government ecosystem, making government interactions increasingly accessible online.

For Cambodia, exchanging expertise with Kazakhstan could provide useful insights into digital public administration and the modernization of government services.

Possible areas of future cooperation could include digital service delivery, administrative modernization and institutional knowledge sharing.

However, neither side announced a specific joint digital project during the meeting.

Trade and diplomatic cooperation also on the agenda

The two leaders discussed ways to strengthen trade and economic ties, as well as opportunities to expand cooperation through multilateral international frameworks.

Hun Manet thanked Tokayev for the invitation and noted that Kazakhstan and Cambodia have maintained diplomatic relations for more than three decades.

The discussions reflected a shared interest in moving beyond traditional diplomatic contacts toward more practical economic and institutional cooperation.

For Kazakhstan, stronger ties with Cambodia could contribute to broader engagement with Southeast Asia, a region with growing economic and strategic importance.

Why the visit matters for Kazakhstan

Hun Manet's official visit is significant not only because it is the first by a Cambodian prime minister, but also because it identifies several potential areas for future cooperation.

Direct aviation links could improve tourism and business connectivity. Energy cooperation could create opportunities for specialized agencies and companies. Meanwhile, digital government offers a field in which Kazakhstan could share its experience internationally.

The leaders also reaffirmed their interest in strengthening political dialogue and cooperation within multilateral organizations.

For now, the discussions represent a diplomatic step rather than a series of finalized commercial agreements. The practical impact will depend on how both governments develop the proposals discussed in Astana.

The discussions also build on an established diplomatic relationship. We previously reported on Kazakhstan and Cambodia's discussions of joint projects, including cooperation in trade, energy, logistics and cultural exchanges. The latest talks in Astana signal renewed interest in advancing these priorities at the highest political level.
