Kazakhstan has amended its conformity assessment rules. The changes, introduced by Order No. 268-NQ of September 23, 2026, issued by the Minister of Trade and Integration, are intended to simplify procedures for businesses while strengthening oversight of testing laboratories, according to the Ministry of Trade and Integration of Kazakhstan.

The amendments modify the rules originally approved by Order No. 433-NQ of June 29, 2021. They focus on making conformity assessment more transparent, improving product identification procedures and clarifying how conformity assessment documents can be reissued, DKNews.kz reports.

What changes for businesses?

One of the main objectives is to reduce the administrative burden on companies that need to confirm their products meet applicable requirements.

The revised rules provide for several procedural improvements:

  • Simplified product identification procedures.
  • The possibility of identifying products remotely.
  • Repeated use of an identification report during its validity period.
  • Clearer procedures for reissuing conformity assessment documents.

These changes are designed to shorten processing times and reduce compliance-related expenses for businesses.

Remote identification could be particularly useful for companies operating across different regions, as it may reduce the need for physical visits and repeated administrative procedures.

The ability to reuse a valid identification report is also intended to eliminate unnecessary duplication of work.

Testing laboratories face greater accountability

While simplifying procedures for companies, the amendments also seek to strengthen the responsibility of testing laboratories involved in conformity assessment.

Laboratories play a critical role in verifying whether products comply with established technical and safety requirements.

The changes are intended to improve the reliability of testing results and increase the traceability of conformity assessment documents.

Greater traceability should make it easier for regulators and other participants in the system to verify documentation and identify potential irregularities.

The reform therefore combines administrative simplification with an emphasis on maintaining the credibility of product testing.

Why vehicle safety is part of the reform

Vehicle safety is among the areas highlighted in the updated approach to conformity assessment.

Reliable identification and testing procedures are important for ensuring that vehicles subject to conformity assessment meet applicable technical requirements.

Clear documentation and stronger laboratory accountability can help reduce the risk of unreliable assessments and improve regulatory oversight.

For consumers, the intended benefit is greater confidence in the safety and conformity of products entering the market.

What the changes mean for Kazakhstan's market

Conformity assessment is an important part of Kazakhstan's technical regulation system. It helps determine whether products meet established requirements before they are placed on the market or used in regulated activities.

For businesses, lengthy or repetitive procedures can increase operating costs and delay the movement of goods.

By simplifying identification and document reissuance, the amendments aim to make compliance procedures more efficient without weakening the reliability of assessments.

For regulators, improved document traceability and stronger accountability among testing laboratories are intended to support more effective supervision.

The practical impact will depend on how the updated procedures are implemented by conformity assessment bodies and testing laboratories.

The ministry's summary does not specify exact reductions in processing times or compliance costs, so these benefits should be understood as the intended outcomes of the amendments rather than already measured results.
