Nikolai Podguzov has received one of Kazakhstan's state honours. The Chairman of the Management Board of the Eurasian Development Bank (EDB) was awarded the Dostyq Order, II Class, presented by Prime Minister Olzhas Bektenov. The recognition comes as the Eurasian Development Bank marks 20 years of operations and reports a cumulative investment portfolio of $22.1 billion across its member countries, DKNews.kz reports.
Podguzov described the award as recognition not only of his personal work but also of the entire EDB team's contribution to economic development and investment cooperation across Eurasia.
He reaffirmed the bank's commitment to financing Kazakhstan's strategic projects, attracting investment and strengthening economic ties between its shareholder countries.
Podguzov thanks President Tokayev and Kazakhstan's government
Following the award ceremony, Nikolai Podguzov expressed gratitude to Kazakhstan's leadership and emphasized the significance of the recognition.
«I would like to express my sincere gratitude to Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, and the Government of Kazakhstan for their trust. It is a great honour to receive the Dostyq Order, II Class.
This award is a recognition of the achievements of the entire Eurasian Development Bank team. Behind every project we undertake are people who work every day to contribute to the prosperity of our region.
Kazakhstan holds a special place in the EDB’s activities. We will continue to support Kazakhstan’s strategic initiatives, finance major infrastructure projects, and attract investment to key sectors of the economy, contributing to the country’s sustainable economic growth and the well-being of its people. The Bank will continue working for the benefit of Kazakhstan and all its shareholder countries, helping strengthen economic ties, advance joint investment initiatives, and promote sustainable development across the region».
The statement highlights the EDB's dual role as a development finance institution and a platform for economic cooperation between countries.
What is Kazakhstan's Dostyq Order?
The Dostyq Order, meaning the Order of Friendship, is a state decoration of the Republic of Kazakhstan.
It recognizes contributions to strengthening friendship, mutual understanding and cooperation between peoples, as well as efforts supporting peace and international relations.
The award has two classes. Podguzov received the second class.
In this case, the recognition reflects the importance Kazakhstan places on the EDB's activities and the development of international economic partnerships.
EDB investment portfolio reaches $22.1 billion
The award comes during a significant year for the Eurasian Development Bank, which is celebrating its 20th anniversary in 2026.
By the end of June 2026, the EDB's cumulative investment portfolio comprised 348 projects with total investments of $22.1 billion.
These figures reflect the bank's accumulated project activity rather than new investments made during the first half of 2026 alone.
For comparison, at the end of 2025, the bank reported 326 projects with a cumulative investment volume of $19.6 billion.
The latest figures therefore indicate an increase of 22 projects and $2.5 billion in cumulative investment volume over the first six months of 2026.
The EDB primarily finances projects that contribute to economic integration and long-term development in its member countries.
Where does the Eurasian Development Bank invest?
The bank's portfolio covers industries that play an important role in regional economic growth and infrastructure modernization.
Its principal investment areas include:
- Transport infrastructure: highways, railways, logistics facilities and projects improving regional connectivity.
- Digital systems: telecommunications infrastructure, digital platforms and technology-related development projects.
- Green energy: renewable power generation and projects supporting more sustainable energy systems.
- Agriculture: agricultural production, food supply chains and related infrastructure.
- Manufacturing: industrial development, mechanical engineering and modernization of production facilities.
The bank follows the United Nations Sustainable Development Goals and environmental, social and governance principles in its operations.
Its financing model is intended to support commercially viable projects while contributing to broader development objectives.
Kazakhstan holds a central position in the EDB's portfolio
Kazakhstan is one of the EDB's most important investment destinations.
At a meeting in February 2026, Prime Minister Olzhas Bektenov and Nikolai Podguzov discussed expanding cooperation in energy, transport, industry and digital infrastructure.
At that time, Kazakhstan accounted for 64.9% of the bank's investment portfolio.
Between 2022 and early 2026, the EDB had invested approximately $5.2 billion in Kazakhstan out of nearly $9 billion invested across its member countries during the same strategic period.
These figures illustrate the scale of Kazakhstan's participation in the bank's investment activities.
However, they refer to an earlier reporting period and should not be confused with the bank's updated cumulative portfolio of $22.1 billion as of June 2026.
Infrastructure projects connect EDB financing with everyday life
The EDB's activities in Kazakhstan include major transport and infrastructure investments.
Among the projects associated with the bank are the Big Almaty Ring Road and the modernization of Almaty International Airport.
The bank has also participated in financing railway rolling stock, industrial facilities and renewable energy projects.
Such investments can support transport capacity, improve logistics and expand industrial infrastructure.
Their economic impact depends on how successfully projects are implemented and how effectively businesses and consumers use the resulting facilities.
For Kazakhstan, development bank financing is particularly relevant to large projects requiring substantial capital and long repayment periods.
Three megaprojects define the EDB's 2022–2026 strategy
Under its current strategy, the Eurasian Development Bank is implementing three major regional initiatives.
The first is the Eurasian Transport Network, which focuses on developing transport corridors and improving connections between countries.
The second is the Eurasian Agricultural Goods Distribution System, aimed at strengthening agricultural supply chains, logistics and food distribution infrastructure.
The third is the Central Asian Water and Energy Complex, which addresses cooperation in water management and energy infrastructure.
These initiatives are designed to respond to challenges that extend beyond individual national markets.
Transport connectivity, food supply chains and water-energy coordination are particularly important for Central Asia, where economic development is closely linked to cross-border infrastructure.
Why regional cooperation matters for Kazakhstan
Kazakhstan's geographical position creates opportunities for international transport, logistics and trade.
However, developing these opportunities requires coordinated infrastructure investment across national borders.
Development banks can help structure projects involving multiple stakeholders and provide long-term financing for infrastructure that may be difficult to fund through conventional commercial lending alone.
The EDB's regional mandate makes it a potential partner in such projects.
Its work in agriculture and energy also addresses sectors where decisions made in one country can affect economic conditions in neighbouring states.
Podguzov's statement following the award ceremony emphasized the bank's intention to continue supporting these shared development priorities.
EDB enters its third decade with a growing investment agenda
Established in 2006, the Eurasian Development Bank has evolved into a multilateral institution financing projects across several major economic sectors.
Its 20th anniversary comes at a time when infrastructure modernization, energy development and regional connectivity remain important investment priorities.
The increase in cumulative investments to $22.1 billion demonstrates the scale of the bank's activity over two decades.
At the same time, the effectiveness of development finance is measured not only by the value of approved projects but also by their implementation and contribution to economic growth.
For Kazakhstan, the EDB's future role will depend on its ability to support strategically important projects, mobilize additional investment and strengthen cooperation with other financial institutions.
The Dostyq Order awarded to Nikolai Podguzov recognizes the bank's contribution to these objectives and Kazakhstan's continuing partnership with the institution.
Previously, we reported on Kazakhstan and the EDB's expanding investment partnership, including $5.2 billion invested in Kazakh projects during the bank's current strategic period and plans to strengthen cooperation in energy, transport and digital infrastructure. Those projects demonstrate the economic relationship behind the recognition awarded to the EDB chairman.
