Kazakhstan and France are taking their partnership in civil aviation to a new level. During the ICAO EUR/NAT-DGCA/2025 conference of aviation authorities, the two countries signed a landmark agreement to enhance cooperation in the field of civil aviation, DKnews.kz reports.

The agreement was signed by Saltanat Tompieva, Chair of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, and Damien Cazé, Director General of France’s Directorate General for Civil Aviation (DGAC). The document marks an important step in deepening institutional ties between Kazakhstan’s aviation authority and the French Ministry for Urban and Rural Planning and Decentralization.

Aviation Safety at the Core

The primary goal of the agreement is to strengthen cooperation in implementing the standards and recommended practices of the International Civil Aviation Organization (ICAO). For Kazakhstan, which is positioning itself as a key transit hub in Eurasia, aligning with global aviation safety and sustainability benchmarks is a strategic priority.

Both sides have identified key focus areas for collaboration:

  • flight safety,
  • air traffic and airspace management,
  • environmental protection (including sustainable aviation fuel),
  • airport infrastructure,
  • economic regulation,
  • legal frameworks,
  • professional training and education in aviation.

Joint Projects and Knowledge Exchange

To put these goals into action, the agreement provides for active exchange of information and best practices in methodologies and training programs, as well as the organization of joint seminars, conferences, and workshops. Personnel exchange is also on the agenda, offering valuable opportunities for mutual learning and professional development.

This partnership is more than just a technical agreement — it’s a reflection of Kazakhstan’s commitment to global aviation integration. The agreement paves the way for a safer, more efficient, and sustainable civil aviation system, while reinforcing Kazakhstan’s position on the international aviation stage.
