Intergovernmental Council Grants Tariff Exemption for Electric Vehicle Imports to Armenia, Belarus and Kyrgyzstan in 2026
At a meeting of the Eurasian Intergovernmental Council, the heads of government of the Eurasian Economic Union (EAEU) agreed to grant a tariff preference in the form of an exemption from customs duties for electric vehicles imported into a number of member states in 2026, DKNews.kz reports, DKNews.kz reports.
The decision applies to “pure electric vehicles” (EAEU HS code 8703 80 000 3) imported into Belarus in a volume of up to 20,000 units, as well as “pure electric vehicles” and “series hybrid vehicles” (EAEU HS code 8703 80 000 5) imported into Armenia and Kyrgyzstan, with a quota of 15,000 units for each country.

The customs duty exemption will apply only to citizens permanently residing in Armenia, Belarus and Kyrgyzstan. The transfer of ownership, use or disposal rights for electric vehicles to individuals who are citizens of, or permanently reside in, Kazakhstan or Russia is not permitted. In the case of series hybrid vehicles, the restriction also applies to transfers to individuals who are citizens of, or permanently reside in, Belarus.
