Kazakhstan’s Consul General in Yekaterinburg, Zhandos Mamutbekov, took part in the international academic conference “Space of Power: Public Administration and Regional Specifics of the Asian Part of the Russian Empire (18th – early 20th centuries)”, DKNews.kz reports.

But the discussion ultimately went far beyond history.

Congratulations and important context

Speaking to professors and students of Tyumen State University, the diplomat congratulated the university on its 95th anniversary.

He also recalled that during President Kassym-Jomart Tokayev’s state visit to Moscow in November, Kazakhstan and Russia signed a Declaration elevating bilateral relations to the level of comprehensive strategic partnership and allied interaction.

This set a broader context for the conversation.

Kazakhstan aims to become a regional digital hub

Mamutbekov also spoke about ongoing reforms in Kazakhstan.

According to him, today the country:

  • seeks to become a regional digital hub
  • leads regional digital transformation in fintech
  • develops export of IT services
  • expands digital access to public services
  • works actively with artificial intelligence
  • improves broadband connectivity across the country

Digitalization, he stressed, is not only about technology, but also about improving the economy and people’s quality of life.

A three-year goal: toward a fully digital nation

The Consul General also referenced President Tokayev’s Address “Kazakhstan in the Age of Artificial Intelligence.”

The main goal, he said, is:

  • to make Kazakhstan a fully digital country within three years
  • using digital transformation as a key driver of modernization

This is not just a slogan, but a long-term strategy.

History, values and shared responsibility

Mamutbekov also reminded participants that the peoples of the region have lived side by side for centuries, sharing both hardships and achievements, and creating a common cultural space in Eurasia.

He stressed the importance of:

  • preserving traditional values
  • maintaining stability and good-neighborliness
  • passing this heritage on to future generations

Participants and acknowledgments

Kazakhstan was also represented by:

  • Buketov Karaganda University
  • Suleimenov Institute of Oriental Studies
  • Baitursynov Kostanay Regional University

At the end of the event, the Consul General thanked Honorary Consul of Kazakhstan in Tyumen, Vyacheslav Kvasov, for his support in organizing the conference.
