Kazakhstan is taking a new step toward strengthening aviation security by focusing not only on technology, but also on the human factor. In Almaty, a specialized seminar on conscious staff behavior and insider risk management was held at the Training Center of the Border Academy of the National Security Committee of the Republic of Kazakhstan, DKNews.kz reports.
The event was organized with the support of the Export Control and Border Security (EXBS) Program of the U.S. Embassy and in partnership with the U.S. Transportation Security Administration (TSA). It became the first initiative of this format in Kazakhstan aimed at adapting international TSA best practices to the national aviation security system.
The seminar brought together representatives of the Civil Aviation Committee of the Ministry of Transport, the Aviation Administration of Kazakhstan, major airports, the State Revenue Committee of the Ministry of Finance, as well as the Border Academy itself. Participants discussed modern threat analysis methods, risk assessment tools and practical approaches to identifying and mitigating internal risks that may affect civil aviation safety.
Special attention was paid to air cargo security, the development of comprehensive response plans and reducing the potential impact of identified risks. The training was conducted by instructors from the TSA Training Center, providing participants with hands-on, practice-oriented knowledge.
Experts note that insider risks and human behavior remain among the most sensitive areas of aviation security worldwide. Strengthening staff awareness and proactive risk management allows threats to be addressed before incidents occur, rather than after.

The seminar confirmed the importance of developing human capital and a systemic approach to risk management in aviation. The parties plan to continue cooperation and launch a series of similar training programs, especially in the context of Kazakhstan’s plans to open direct flights to the United States.
Such initiatives are expected to enhance trust in Kazakhstan’s aviation security system and bring it closer to international safety standards, reinforcing the country’s position in global air transport.
