Kazakhstan’s constitutional reform has entered a new stage. President Kassym-Jomart Tokayev has met with the leadership and members of the Constitutional Commission and was briefed on the results of the work carried out so far, DKNews.kz reports.

The meeting was attended by Chair of the Constitutional Commission and Chair of the Constitutional Court Elvira Azimova, Deputy Chair of the Commission and State Counselor Erlan Karin, as well as Commission member and Presidential Aide for Legal Affairs Erzhan Zhienbayev.

Commission work in full public view

During the meeting, the President was informed about the outcomes of the Constitutional Commission’s previous sessions. According to Elvira Azimova, a key principle of the Commission’s work has been full transparency.

All Commission meetings are broadcast live in the media space, including through a dedicated Telegram channel. This approach allows the public to follow the discussions in real time and better understand how proposed constitutional changes are being shaped.

Six months of public debate and over 2,000 proposals

The Chair of the Constitutional Commission noted that constitutional reforms have been the subject of broad public discussion over the past six months. More than 2,000 proposals and initiatives were submitted via electronic platforms.

These submissions came not only from ordinary citizens, but also from legal scholars, experts, lawyers, political parties, non-governmental organizations, as well as professional and business communities. This level of engagement reflects strong public interest in the future of the country’s fundamental law.

A new constitutional framework taking shape

At previous sessions, Commission members developed and reviewed fundamentally new versions of the Constitution’s preamble, along with revised editions of a number of articles and sections.

The process goes beyond minor amendments. It involves rethinking the core principles and values embedded in the Constitution, which requires careful legal analysis and broad public consideration.

President’s assessment

President Tokayev emphasized that the upcoming constitutional reform will give a new and positive impetus to the country’s development. He noted that the work of the Constitutional Commission plays a crucial and symbolic role in the implementation of the reform.

According to the President, the quality and depth of the Commission’s work will directly affect the future stability of Kazakhstan’s political and legal system.

Why this matters

Constitutional reform is one of the most significant steps in shaping the country’s long-term development. The balance of powers, the protection of citizens’ rights, and public trust in state institutions are all anchored in this document.

The fact that the reform is being carried out openly, with broad public participation, signals the emergence of a new political culture in Kazakhstan - one based on transparency, dialogue, and shared responsibility.
