Germany Sees Kazakhstan as a Key Hub for Projects in Central Asia

Kazakhstan and Germany are looking to take their bilateral partnership to a more advanced, technology-driven level. This was discussed during a meeting between Serik Zhumangarin, Deputy Prime Minister and Minister of National Economy of Kazakhstan, and Dominik Mutter, Political Director at Germany’s Federal Foreign Office, DKNews.kz reports.

During the talks, Kazakhstan reaffirmed its commitment to strengthening cooperation with Germany across the full range of bilateral relations, viewing Berlin as one of its key strategic partners within the European Union. Trade and investment were highlighted as the traditional foundation and main driving force of Kazakhstan–Germany relations.

Trade remains strong, diversification becomes a priority

Serik Zhumangarin stressed that Kazakhstan considers the development of trade and investment cooperation with Germany a strategic priority and intends to pursue it in a systematic and long-term manner.

“Our focus is on diversifying trade and introducing new technologies into key sectors of the economy,” he said.

Germany currently ranks seventh among Kazakhstan’s trading partners. According to data for January–November 2025, bilateral trade turnover reached $3.9 billion. Kazakhstan’s exports amounted to $1.2 billion, up 7.9 percent, while imports totaled $2.7 billion, increasing by 6.1 percent.

Both sides emphasized that future cooperation should not only be about increasing volumes, but also about reshaping the structure of trade and expanding the transfer of advanced technologies.

Investment cooperation: moving toward higher value projects

The meeting noted that a stable architecture for economic dialogue has been established between the two countries. Key platforms include the Intergovernmental Commission and the Business Council, which have already delivered tangible results.

With the participation of German companies, 36 investment projects worth €49.7 billion are being implemented in Kazakhstan, 23 of which have already been commissioned. Officials said this solid foundation allows the two countries to move toward more technologically complex forms of cooperation.

Green energy, hydrogen and industrial modernization

Special attention was given to expanding joint financing of strategically important projects. These include the modernization of industrial enterprises and the development of green energy, with the involvement of German banks and insurance instruments.

Kazakhstan proposed more active use of the Kazakhstan–Germany joint financing mechanism and confirmed its readiness to implement joint initiatives with German financial institutions and companies. Cooperation in hydrogen and renewable energy was highlighted, with longer-term prospects for collaboration in the field of green steel.

Agriculture and sustainable farming

Germany remains one of Kazakhstan’s key partners in the agro-industrial sector. The two sides previously agreed on the concept of a Regional Center for Sustainable Agriculture in Central Asia.

Practical work has now begun on establishing the Center and forming a Coordination Council that will define strategic priorities and formats for future cooperation.

Germany highlights Kazakhstan’s regional role

Dominik Mutter подчеркнул importance of cooperation with Kazakhstan, noting the country’s growing role in Central Asia.

“For Germany, strategic regional partnership with Central Asian countries, and especially with Kazakhstan, is of great importance. We highly value Kazakhstan’s role in the region and positively assess its multi-vector foreign policy,” he said.

According to Mutter, both countries share a mutual interest in expanding cooperation and identifying new ways to unlock its potential amid significant global changes.

Looking ahead

At the conclusion of the meeting, both sides reaffirmed their mutual interest in further expanding cooperation and strengthening the potential of bilateral engagement. Technology, green energy, investment and sustainable development are expected to shape the next phase of Kazakhstan–Germany relations.
