Spanish analysts assessed Kazakhstan’s approaches to constitutional changes

Kazakhstan and Spain are expanding expert-level dialogue as Astana moves through a period of large-scale political transformation. This was the key context of a recent meeting between Ambassador of Kazakhstan to Spain Danat Mussayev and the Director of Spain’s Centre for Political and Constitutional Studies Rosario García, DKNews.kz reports.

The talks focused on the current state of bilateral cooperation and on areas where it can be strengthened further, particularly in the legal sphere and through closer interaction between analytical and expert institutions.

Focus on constitutional change

During the meeting, the Ambassador outlined the main directions of Kazakhstan’s ongoing political reforms, with particular attention to constitutional change. He briefed the Spanish side on the key provisions of the draft new Constitution and the broader logic behind the reform process.

According to the Kazakh side, the proposed Basic Law is designed to reinforce statehood and build stronger, more resilient institutions over the long term. The reform agenda is positioned not as a technical adjustment, but as a systemic response to new internal and external challenges.

Stability as a development pillar

A separate emphasis was placed on the importance of historical continuity, interethnic harmony, and social stability. These factors were highlighted as essential foundations for Kazakhstan’s steady and progressive development, especially during periods of political transition.

The Spanish side welcomed these approaches, noting their relevance for improving the legal system and strengthening institutional frameworks. The exchange reflected shared interest in how constitutional design can support both stability and modernization.

Expert dialogue to continue

At the conclusion of the meeting, both sides expressed interest in maintaining a substantive and regular dialogue. They agreed to continue promoting joint initiatives and expert exchanges, particularly in areas related to constitutional law and institutional development.

The Spanish Centre for Political and Constitutional Studies plays a central role in this cooperation. The state research and analytical institution focuses on constitutional law, political institutions, and socio-political processes, preparing expert assessments and fostering academic dialogue across Europe and the Ibero-American region.

For Kazakhstan, engagement with such platforms is part of a broader effort to integrate international expertise into domestic reform discussions and to explain the logic of its constitutional transformation to external partners.
