National Information Technologies JSC has expanded the functionality of signature authority delegation for organizations, making it easier to confirm citizens’ residence registration, DKNews.kz reports.
The new feature allows the head of a legal entity that manages residential property to delegate the authority to approve residence registration applications to an authorized employee.
The update is expected to significantly speed up the processing of applications, especially in organizations that manage large numbers of residents.
Solution for dormitories and service housing
The digital solution is particularly relevant for institutions responsible for dormitories or service housing.
These include organizations such as:
- universities and higher education institutions
- academies and research institutions
- public sector organizations managing residential facilities
Previously, public services requiring confirmation from the organization as the property owner could only be signed by its head, such as a rector in the case of universities.
This requirement often caused delays because all applications had to be approved personally by the head of the organization.
Delegation mechanism accelerates processing
The updated system now allows these responsibilities to be delegated to an authorized employee, making the process more efficient.
“We not only introduce new digital services, but also continuously enhance existing public services based on user feedback. This functionality was introduced following a request from one of the country’s higher education institutions (Nazarbayev University) where the need to delegate signing authority was identified in order to speed up the processing of students’ dormitory residence registration applications. In response to this request, we introduced a mechanism that helps accelerate the residence registration process not only for students, but for other applicants as well,” said Daulet Bekmanov, Chairman of the Board of National Information Technologies JSC.
Requirements for authorized employees
To use the service, an employee must have a digital signature with the status “Employee with Signing Authority.”
After the authority is confirmed, the employee will be able to independently approve residence registration applications on behalf of the organization.
The system also provides additional transparency and control through:
- notifications in the Personal Account section of the eGov.kz portal
- access for both the organization’s head and the authorized employee
- faster processing of applications and reduced risk of delays
Digital services continue to evolve
The new functionality was introduced following the transition of the residence registration service to a fully online format.
The update reflects practical experience gained from the use of the service by both individuals and legal entities and demonstrates Kazakhstan’s continued efforts to improve digital public services.
Experts note that such updates help make government services more accessible and efficient for citizens and organizations alike.
