Prime Minister of Kazakhstan Olzhas Bektenov discussed the progress of preparatory work for the construction of a major industrial park in Pavlodar Region with Zhao Tingyun, Vice Chairman of the Board of the Singaporean company XINFA GROUP, DKNews.kz reports.
The project is part of Kazakhstan’s broader investment policy aimed at diversifying the economy and supporting the manufacturing sector under the instructions of President Kassym-Jomart Tokayev.
Preparations for construction underway
During the meeting, special attention was paid to the current status of the project.

According to Zhao Tingyun, a land plot has already been identified for the future industrial park, and the company has engaged a design institute to carry out the planning and design work.
Prime Minister Bektenov instructed relevant government agencies to provide maximum support for the implementation of the large-scale investment initiative.

Full-cycle aluminum production planned
The project envisions the creation of a full-cycle industrial park with highly integrated production facilities focused on the deep processing of bauxite into aluminum products.
The planned production capacity includes:
- 4.8 million tons of alumina per year
- 2.4 million tons of electrolytic aluminum per year
- 1.2 million tons of deep-processed products annually
The total investment volume is expected to reach $15 billion.
Thousands of jobs to be created
The implementation of the project is expected to have a significant multiplier effect on both the regional and national economy.
According to project plans:
- construction of production facilities will begin this year
- around 10,000 jobs will be created
- the first stage is scheduled to launch in 2028
- full design capacity is expected to be reached in 2029
Why this matters
The industrial park could become one of the largest manufacturing projects in Kazakhstan's history and a major step toward increasing value-added production within the country.
By moving beyond raw material exports and expanding aluminum processing capabilities, Kazakhstan aims to strengthen its industrial base, create new jobs and attract long-term foreign investment.
