CSTO exercises: a scenario for restoring constitutional order

The CSTO held a joint business game aimed at practicing crisis management in a member state of the CSTO, DKNews.kz reports.

From 10 to 12 April, in accordance with the assignment of the November (2022) session of the Collective Security Council on improvement of the crisis response system in the Collective Security Treaty Organization under the supervision of the Secretary General Imangali Tasmagambetov, a joint business game of the CSTO Secretariat, the CSTO Joint Staff and task forces of concerned ministries and agencies of the CSTO member states was held, during which the issues of preparing proposals to the CSTO bodies for settlement of the crisis situation were discussed.

In Moscow, on the basis of the CSTO Crisis Response Center, functional groups consisting of representatives of the CSTO Secretariat and the CSTO Joint Staff were deployed. Members of the CSTO Permanent Council participated in the work. Operational groups of the Organization's member states participated in a joint business game via videoconferencing.

According to the training situation, the President of a member state of the Organization addressed the members of the CSTO Collective Security Council for assistance in restoring constitutional order and stabilizing the situation.

At the first stage of the joint business game, the training participants developed proposals on priority political and diplomatic measures, the provision of material, technical, humanitarian and other assistance to prevent (resolve) the crisis situation, and prepared drafts of appropriate decisions for consideration and adoption by the executive bodies of the Organization and the CSTO Collective Security Council.

The second stage was devoted to the preparation of proposals to the CSTO bodies for post-conflict settlement and a peacekeeping operation on the territory of the state where the crisis situation occurred. Particular attention was paid to the formation of the Collective Peacekeeping Forces and their coordination in accordance with the mandate of the CSTO Collective Security Council. The order of deployment of contingents of the Collective Peacekeeping Forces was determined by the relevant decision of the Collective Security Council.

At the end of the joint business game, the CSTO Secretary General Imangali Tasmagambetov gave a positive assessment of the business game participants.

He noted that the environment created for the joint business game took into account modern challenges and threats and allowed the trainees to practice tasks with high quality. The functional groups of the CSTO Crisis Response Center, operational groups of the Organization's member states, all structures of the CSTO Secretariat and the CSTO Joint Staff, which provided the business game, worked in a coordinated manner.

"During the joint business game, we worked out an algorithm for the work of the CSTO permanent working bodies and task forces of the Organization's member states in preparing proposals for crisis situations. We gained additional experience in crisis response, in the preparation of a peacekeeping operation on the territory of a member state" Imangali Tasmagambetov said. He also noted that the experience would be used in the work on optimization of the CSTO crisis response system
