Real Change or Political Maneuver? An Expert’s Take on Kazakhstan’s Reforms

In the face of global and regional economic, political, and environmental challenges, Kazakhstan must tackle both immediate and long-term issues simultaneously. President Kassym-Jomart Tokayev has outlined key priorities for the state: ensuring sustainable socio-economic progress, unlocking the full creative potential of citizens, and genuinely improving the well-being of the people. Over the past three years, a series of reforms initiated by the President have been implemented, aimed at strengthening the country and achieving long-term goals.

To understand the significance of these transformations, we spoke with Zakir Usmanov, an associate professor at the Tashkent branch of the Gubkin Russian State University of Oil and Gas and an expert at the Bilim Karvoni Research Center.

Key Changes in Governance

One of the most notable political reforms in Kazakhstan is the limitation of the presidential term, introduced by Kassym-Jomart Tokayev. This decision underscores his commitment to building a more democratic governance model, where leadership transition enhances administrative efficiency, strengthens national unity, and ensures stable growth.

Another major reform is the President’s non-partisan status and the ban on his relatives holding government positions. As Kazakhstan continues its modernization, these measures are seen as a way to curb potential abuses of power, prevent monopolization by family members, and eliminate any risks of political usurpation. In the long run, these steps align with the expectations of the public and contribute to a meritocratic government rather than one driven by nepotism or oligarchic control.

Kazakhstan’s Global Initiatives

Zakir Usmanov also highlighted President Tokayev’s initiatives on the international stage, particularly his call for a comprehensive reform of the United Nations Security Council (UNSC).

Speaking at the 77th session of the UN General Assembly in 2022, Tokayev emphasized the need to address the root causes of global conflicts. According to the Kazakh leader, the UNSC should be expanded to include more representatives from Africa, Latin America, and Asia, as the voices of the Global South must carry greater weight in decisions concerning peace and security.

Another important initiative involves strengthening Afghanistan’s ties with Central Asian nations. President Tokayev has repeatedly stressed that many of today’s global threats—extremism, terrorism, drug trafficking, and arms smuggling—transcend national borders. Addressing these challenges requires collective action and stronger regional cooperation.

On the war in Ukraine, Tokayev has consistently advocated for peaceful negotiations as the only viable solution. He has expressed support for realistic peace proposals put forward by Brazil and China, stating that the pursuit of peace is a sign of strategic wisdom, not weakness.

The expert also noted Kazakhstan’s growing recognition as a "middle power"—a status that reflects the country's increasing geopolitical and economic influence. This designation not only highlights Kazakhstan’s role in international affairs but also enhances the strategic significance of the entire Central Asian region. As Kazakhstan strengthens its global standing, the country is expected to play a greater role in shaping international policies and fostering regional cooperation.

In today’s world of geopolitical and geo-economic uncertainty, Kazakhstan's main priorities include:

  • Active participation in global security efforts
  • Maintaining territorial sovereignty and adhering to international law
  • Expanding foreign trade and strengthening logistics ties with key partners in Asia and Europe
  • Deepening economic integration with Central Asian nations in sectors like industrial cooperation, transport, water management, and environmental protection

Kazakhstan also has the potential to enhance its role in critical mineral extraction and processing, integrate into global supply chains, and develop high-tech industries. Additionally, the country could become a key transportation and logistics hub between Asia and Europe, further solidifying its position in the global market.

According to Zakir Usmanov, these reforms are not just political gestures but fundamental steps toward long-term stability and international recognition. If successfully implemented, they will reshape Kazakhstan’s political landscape and boost its influence on the global stage.
