Digitalization of public services: elicense.kz simplifies obtaining licenses in Kazakhstan

Since January 2025, 1.5 million public services have been provided through the elicense.kz platform. About 30,000 people use the platform daily, which confirms the steady demand for digital tools in the field of licensing and permitting activities, DKnews.kz reports.

The information system State database e-License was created within the framework of the programme of formation and development of e-government of the Republic of Kazakhstan. It automates the processes of obtaining licences and permits, ensuring efficient, transparent interaction between government agencies and business representatives.

To date, more than 4 million users are registered in the system. Of these, 3.8 million are individuals and 255,000 are legal entities.

In the first half of 2025, four new services became available on the platform:

  • Issuance of a licence for educational activities in the field of primary, secondary, technical and vocational, post-secondary, spiritual education, as well as for the provision of educational and recreational services to minors;
  • Issuance of a licence for educational activities in the field of higher and postgraduate education;
  • Notification of the commencement or termination of activities in the field of additional education for children;
  • Issuance of a licence for the export of commodities included in the list of domestic

Among the most demanded services of the elicense.kz platform are:   

  • Notification of the beginning of activity as an individual entrepreneur - 325 thousand services were rendered;
  • Issuance of permits for travel through the territory of a foreign state to carriers of the RK in accordance with international agreements - 132 thousand services were rendered;
  • Issuance of a specialist certificate for admission to clinical practice - 104 thousand services were rendered.

The system is constantly being improved: new services cover additional areas, and the process of obtaining licences is becoming easier and faster for citizens and businesses. Thanks to the SBD IS «e-License», it was possible to significantly reduce paperwork and speed up the time of application review.
