National fund for children: Young Kazakhs have used $16.5 million for housing and education, DKNews.kz reports.
Kazakhstan’s younger generation is already putting their state-supported savings to good use. As of August 1, 2025, a total of $16.51 million has been used under the National Fund for Children program, which launched payouts on February 1, 2024. According to the Unified Accumulative Pension Fund (UAPF), 126,468 applications have been fulfilled, and funds transferred by authorized operators directly to applicants’ bank accounts.
The money is being used for two main purposes: improving housing conditions and paying for education.
- 78,862 applications worth $10.56 million were used for housing
- 47,606 applications worth $5.95 million went toward education
How are funds being used for housing?
Most families used the funds to top up existing savings in housing construction accounts –
76,954 applications, totaling $10.32 million.
Other housing-related uses included:
- Down payments for mortgages – 619 applications, $77,820
- Final payments on homes purchased via private transactions – 478 applications, $57,020
These figures suggest that many families are taking long-term steps toward homeownership, using government-supported savings as a starting point.
Investing in education
The second most popular use of funds is education. The breakdown includes:
- Tuition payments to educational institutions in Kazakhstan, either per semester/year or as one-time full payments – 41,870 applications, $5.29 million
- Contributions to long-term education savings accounts – 4,163 applications, $475,140
- Tuition payments abroad, both by semester and in full – 1,284 applications, $151,670
Children or their guardians are allowed to use all or part of the accumulated amount. The unused balance remains in a special targeted savings account (TSA) until it’s needed.
How to access the money
To apply for a payout, the beneficiary (or legal guardian) must contact one of the authorized operators that have agreements with the UAPF. Applications can be submitted online via the website or mobile app of one of the following:
- Otbasý Bank
- Halyk Bank of Kazakhstan
- Bank CenterCredit (added to the list on August 1, 2025)
Citizens who have reached the age of majority must independently check their TSA information via their personal account on the UAPF website or the eGov portal. After that, they can open a USD bank account and apply online to use funds for housing or education.
How much do children receive?
Under the National Fund for Children program, 50% of the National Fund’s investment income is distributed annually to children who are citizens of Kazakhstan and born in 2006 or later.
- In 2023, each eligible child received $100.52
- In 2024, they received $129.38
- In 2025, children who started receiving funds in 2023 (excluding those born in 2006) were also credited with $3.04 in investment income
So, for example:
- A child born in 2006 has a balance of $100.52
- A child born in 2007 has $232.94 in their account
- And so on – the longer the child participates, the higher the accumulated total
