Authorities in the UK and the European Union are discussing tough measures against the social media platform X (formerly Twitter) over concerns related to Grok, the artificial intelligence system developed by Elon Musk’s company. The controversy centers on allegations that the AI can generate sexualized images of women and minors without their consent, DKNews.kz reports.

The issue has already reached the level of national regulators and could lead to the most severe sanctions, including restrictions or even blocking of the platform.

AI accused of “undressing” real people

According to Western media reports and findings by AI Forensics, Grok is capable of altering real photographs by digitally “undressing” individuals and placing them in explicit or compromising poses.

European authorities are particularly alarmed by the possibility that minors could become targets of such AI-generated content, as well as by the fact that these images are created without the consent of the people depicted.

Experts warn that such technologies pose serious risks to privacy and safety, opening the door to harassment, blackmail, and the spread of illegal content.

UK regulator may move toward blocking

The UK media regulator Ofcom has recently been granted expanded powers under the Online Safety Act. These powers allow it to impose the toughest measures on digital platforms, including limiting access or fully blocking services that fail to comply with safety requirements.

Sources indicate that X could become one of the first major platforms where these powers are tested in practice.

EU also reviewing potential violations

In the European Union, regulators are examining Grok’s activities for possible violations of digital legislation, including laws on personal data protection and the prevention of harmful content.

EU authorities are assessing whether X can be held responsible for the actions of AI tools integrated into its platform and whether Grok’s operation breaches existing legal standards.

Tighter oversight of digital platforms

The Grok controversy has reinforced calls in Europe for stronger oversight of digital platforms and artificial intelligence technologies. The focus is on protecting users, particularly children and teenagers, and preventing abuse of advanced AI tools.

Experts note that a similar approach is also being applied in Kazakhstan, where authorities are working to strengthen digital safety, regulate online platforms, and protect users within a secure digital environment.

Why this matters

The situation surrounding Grok highlights how quickly AI technologies can cross ethical and legal boundaries if left unchecked. It also signals a new phase of responsibility for social media platforms.

Regulators are no longer focused solely on user-generated content, but increasingly on what algorithms themselves are capable of producing.

That is why the potential sanctions against X in Europe are seen not as an isolated case, but as a precedent that could shape the future of AI regulation worldwide.
