Artificial Intelligence Is the New Literacy: Kazakhstan Prepares Its People for a Digital Future

Artificial intelligence in Kazakhstan is rapidly moving from future promise to everyday reality. By the end of 2025, more than 900,000 citizens across the country had completed training in digital and AI-related skills — from basic literacy to practical application in work, business and public administration, DKNews.kz reports.

The update was shared by the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, outlining progress on the President’s directives to build a workforce for the digital and AI-driven economy. In his address “Kazakhstan in the Era of Artificial Intelligence,” President Kassym-Jomart Tokayev emphasized the need for systematic training of AI specialists and the development of modern digital education.

AI skills for everyone, not just IT professionals

To meet this challenge, Kazakhstan is implementing a five-year national training program focused on AI and digital competencies. The program is designed to make AI skills accessible to a wide audience — from school students and university learners to teachers, civil servants and private-sector employees.

Training is built around practical use cases, including:

  • everyday use of AI tools and digital services,
  • professional IT training,
  • the integration of AI into organizational and business processes.

According to the Ministry, strong public interest confirms that AI skills are increasingly seen as essential.

“Our goal is to make AI skills widely accessible — for students, educators, civil servants and company employees alike. The results show that people are eager to learn and ready to apply AI in practice,” the Ministry noted.

Preparing IT professionals for the labor market

A key pillar of the program is workforce development. Through Tech Orda, participants can train for in-demand IT professions with partial or full tuition coverage of up to 500,000 tenge per student.

  • More than 9,000 students have been trained
  • Over 34,000 applications were submitted in 2025
  • More than 2,600 participants began training after selection

Another flagship initiative is Tomorrow School, Kazakhstan’s first peer-to-peer AI school. Instead of traditional lectures, students learn through teamwork and real-world projects. Today, more than 350 students from Kazakhstan, the United States, Uzbekistan and Azerbaijan are enrolled in the 18-month program.

From teenagers to university students

AI education begins early. At the TUMO Astana center, located within the international AI hub alem.ai, teenagers aged 12–18 receive free training in programming, design, creative technologies and generative AI. Classes are set to begin in February 2026.

At the university level, the AI Sana program focuses on applied AI skills and startup thinking. As a result, more than 650,000 students have already received certificates.

AI in public administration and schools

AI adoption is also reshaping government operations. Through the AI Qyzmet program, more than 50,000 civil servants have learned to apply AI in data analysis, planning, task automation, decision support and public communication.

In education, approximately 300,000 teachers have completed training on using AI as a tool in the classroom — from lesson preparation to personalized learning.

Business training and open online access

For the private sector, the AI Corporate program supports the practical introduction of AI into business processes such as automation, analytics and management efficiency. The first free cohort will launch in February 2026, with applications open until January 15.

Open-access online programs further expand reach. These include:

  • QazCoders, developed in partnership with the UAE on the Udacity platform,
  • the free course “AI Basics: ChatGPT”, available in Kazakh,
  • introductory courses in data analysis and Python.

Together, these programs have attracted hundreds of thousands of learners nationwide.

A nationwide AI learning ecosystem

Kazakhstan now operates 19 regional IT hubs, where citizens can receive free digital training and hands-on experience. Online formats ensure access regardless of location, supporting equal learning opportunities across the country.

Building the workforce for a digital economy

The scale of participation highlights a clear trend: Kazakhstan is systematically building mass AI literacy and a strong talent pool to support its digital transformation. The Ministry confirms that the program will continue to expand, with a strong focus on practical outcomes for education, public administration and business.

In Kazakhstan, artificial intelligence is no longer just a technological trend — it is becoming a core skill for the modern economy.
