Tokayev expresses support for a kazakh AI startup with global expansion plans

Kazakhstan is increasingly positioning itself not just as a regional technology hub, but as a serious global player in artificial intelligence — and a recent high-level meeting made that ambition unmistakably clear.

President Kassym-Jomart Tokayev held talks with two prominent representatives of the country’s fast-growing tech ecosystem: Erzat Dulat, Chief Technology Officer of the startup Higgsfield AI, and Murat Abdrakhmanov, founder of MA7 Ventures, DKNews.kz reports.

At the center of the discussion was artificial intelligence — not as a futuristic concept, but as a practical tool already reshaping economies, governments, and societies worldwide.

From Vision to Systemic Change

During the meeting, the President emphasized that Kazakhstan’s priority is the systemic integration of AI into key sectors — from public administration and the economy to education and the social sphere. The message was clear: AI should not exist in isolation, but as an engine powering everyday national development.

Tokayev paid particular attention to Higgsfield AI, praising the company’s progress and noting how important it is for Kazakhstan to produce AI companies capable of competing — and winning — on a global stage.

According to the President, the country’s strategic goal is ambitious yet concrete: to turn Kazakhstan into a platform where IT companies can be launched quickly, scale efficiently, and confidently enter international markets.

“95% of Our Team Is Kazakhstani”

One of the most striking moments came when Erzat Dulat highlighted the human capital behind the technology. Nearly 95% of the Higgsfield AI team consists of Kazakhstani specialists, a figure that underscores the depth of local talent and the growing strength of the country’s tech-savvy youth.

Dulat confirmed that Higgsfield AI is ready to work closely with the state — not only on commercial projects, but also on training the next generation of AI professionals. Joint educational programs, talent development initiatives, and knowledge transfer were all discussed as practical next steps.

In essence, the startup sees itself not just as a business, but as part of a broader national ecosystem.

Venture Capital as a National Advantage

Murat Abdrakhmanov focused the conversation on investment and scale. In his view, venture capital has become one of the most powerful drivers of technological progress for modern states. Countries that successfully build venture ecosystems gain faster innovation cycles, stronger startups, and global relevance.

Kazakhstan, he noted, now has a real opportunity to become a full-fledged participant in the global venture capital market — not merely attracting foreign funds, but also exporting its own ideas, founders, and technologies.

Why This Meeting Matters

This was more than a symbolic photo opportunity. It signaled a growing alignment between the state, startups, and investors — a triangle essential for building a competitive tech economy.

Kazakhstan’s AI narrative is shifting. It is no longer about catching up, but about creating conditions where global AI champions can be born locally. If the momentum continues, meetings like this may soon be remembered as the starting point of a much bigger technological transformation.
