The Senate held an extended meeting of the Committee on Social and Cultural Development and Science, which reviewed the draft Law "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Uzbekistan on Labor Activity and Protection of the Rights of Migrant Workers who are Citizens of the Republic of Uzbekistan in the Republic of Kazakhstan and Migrant Workers who are Citizens of the Republic of Kazakhstan in the Republic of Uzbekistan".
Vice-Minister of Labor and Social Protection of the Population Akmadi Sarbasov made a report. Chairman of the Committee on Social and Cultural Development and Science Murat Baktiyaruly, who acted as co-reporter, noted that the Agreement governs the issues of labor activity and protection of the rights of migrant workers who are citizens of the Republic of Kazakhstan and citizens of the Republic of Uzbekistan.
The purpose of the document is to implement measures to regulate migration flows and prevent illegal labor activities on the territories of the two states.
Within the framework of the Agreement, migrant workers are provided with compensation for harm to an employee due to injury, occupational disease or other health damage related to the performance of their work duties, as well as a guaranteed amount of free medical care. In addition, when migrant workers are engaged in teaching, medical or pharmaceutical activities, those who have received the appropriate education undergo the procedure established by the legislation of the host state for the recognition of educational documents. The Agreement also provides for pension coverage and welfare protection.
The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan and the Ministry of Employment and Labor Relations of the Republic of Uzbekistan are responsible for the implementation of this document, as well as the Agency for External Labor Migration under the Ministry of Employment and Labor Relations of the Republic of Uzbekistan.
Summing up, the senators noted that this Agreement will further strengthen cooperation between the Government of the Republic of Kazakhstan and the Government of the Republic of Uzbekistan in the field of governing the process of labor migration and creating favorable conditions for the movement of labor between the two states. The document has been submitted to the Chamber for consideration.
