Kazakhstan and Turkey to jointly develop CICA potential

The Kazakh Chairmanship’s initiative to transform CICA into a full-fledged international organization was once again supported by the Republic of Turkey. In particular, the Joint Statement on Enhanced Strategic Partnership between the Republic of Kazakhstan and the Republic of Turkey signed on 10 May in Ankara by Presidents Kassym-Jomart Tokayev and Recep Tayyip Erdogan said that: “The Parties expressed their intention to gradually implement the initiative of the Kazakhstan’s presidency to transform the Conference on Interaction and Confidence-Building Measures in Asia into a full-fledged organization, and to jointly develop its potential”, Delovoy Kazakhstan reports.

It is known that during his state visit to Turkey, President of Kazakhstan Kassym-Jomart Tokayev personally invited President of Turkey Recep Tayyip Erdogan to participate in the Sixth CICA Summit to be held in October this year in the Kazakh capital.

It should be noted that Turkey plays an active role in promoting the CICA process and is one of the founding Member States of the Conference. The country participated in the first meeting of representatives of the foreign ministries of the states, interested in establishing CICA, which was held in April 1993, and in the first meeting of the CICA Foreign Ministers held on 14 September 1999.

Moreover, Turkey chaired CICA for two terms from 2010 to 2014. Among the initiatives implemented under the Turkish Chairmanship, it is worth mentioning the adoption of the Convention on the Privileges and Immunities of the Secretariat, its Personnel and Representatives of Members of the Conference on Interaction and Confidence Building Measures in Asia.

Turkey is also the Coordinator of confidence building measures in the Dimension New Challenges and Threats, the Co-coordinator in the Military-Political Dimension, as well as in the priority area Development of Small and Medium Enterprises. Turkey has organized five events under the CICA Plan on Implementation of Confidence Building Measures for 2021. Turkey also plans to hold five CICA events in 2022, including training courses for law enforcement officers from the CICA Member States on combating cross-border organized crime, money laundering, document forgery and illegal migration.

Turkey is actively engaged in CICA's Advisory Bodies, in particular the Think Tank Forum; and has also nominated its candidate to the newly created Council of Eminent Persons of CICA.

The annual Antalya Diplomacy Forum that brings together the world diplomatic and political establishment and is held under the auspices of Turkish President Recep Tayyip Erdogan, has become a traditional platform where the global community learns about the current state and prospects of CICA.
