The Parliamentary Assembly of the Council of Europe (PACE) has adopted a written declaration titled “Support for Kazakhstan’s Democratic Reforms and Regional Leadership”, expressing strong political support for the country’s ongoing transformation and reform agenda, DKNews.kz reports.

The declaration was authored by Michael German, a British parliamentarian and member of the Alliance of Liberals and Democrats for Europe. It was signed by 21 PACE members representing various political groups, underscoring broad cross-party backing for Kazakhstan’s reform trajectory within Europe’s key parliamentary institution.

Commitment to Democratic Transformation

In the declaration, PACE highly commends Kazakhstan’s unwavering commitment to large-scale democratic reforms, noting that these efforts further consolidate the country’s position as a regional leader in democratic governance, the protection of human rights, and the strengthening of the rule of law.

European parliamentarians welcomed the significant steps taken by Kazakhstan’s political leadership to advance democratic transformation. These include constitutional and legislative reforms, as well as the abolition of the death penalty, which is described as a landmark decision reflecting the country’s commitment to international human rights standards.

Cooperation with the Council of Europe

Particular emphasis is placed on the cooperation between Kazakhstan and the Council of Europe across a range of key areas. These include:

  • judicial reform
  • anti-corruption efforts
  • promotion and protection of human rights
  • strengthening democratic institutions

According to the declaration, this cooperation has already delivered tangible results, reinforcing Kazakhstan’s role as a model of democratic development in the region.

Call for Continued Support

The document concludes with a call for continued international support for Kazakhstan’s democratic transformation. PACE encourages the further development of cooperation aimed at promoting shared values such as democracy, human rights, and the rule of law.

Analysts note that the adoption of this declaration is an important political signal. It reflects growing recognition within European institutions of Kazakhstan’s reform efforts and strengthens the country’s international standing at a time when democratic governance and institutional resilience remain key global priorities.
