A new appointment has been made at the Ministry of Foreign Affairs of the Republic of Kazakhstan. Dinara Zheldybayeva has been named Director of the Communications Department of the MFA of Kazakhstan. She brings nearly three decades of diplomatic experience, including extensive work in international communications and country image-building, DKNews.kz reports.
Education and early career
Dinara Zheldybayeva graduated from Al-Farabi Kazakh National University in 1996 with a bachelor’s degree and completed her master’s degree in 1998. She also studied at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation. She holds a Master’s degree in International Relations.
She began her diplomatic career in 1997 at the Ministry of Foreign Affairs of Kazakhstan as a referent in the Information Analysis and Planning Division of the Department of Administration and Control, later continuing her work as an attaché.
Career within the Ministry of Foreign Affairs
From 1999 to 2000, Zheldybayeva worked as an attaché at the Press Service Division of the MFA Administration Department. In 2000, she served as Third Secretary at the Department of International Economic Cooperation.
Between 2000 and 2002, she held the positions of Third and Second Secretary at the Department of Economic Policy. In 2002, she worked as First Secretary at the Investment Committee of the MFA of Kazakhstan.
Economic, humanitarian and international work
From 2002 to 2003, she served as First Secretary at the Department of International Economic Relations. In 2003-2004, she worked as an Advisor at the Department of Economic and Humanitarian Cooperation.
Between 2004 and 2006, she continued her work as an Advisor at the Department of International Humanitarian and Economic Cooperation.
Diplomatic mission abroad
From 2006 to 2008, Dinara Zheldybayeva served as an Advisor at the Embassy of the Republic of Kazakhstan in Japan, gaining valuable international experience and strengthening her expertise in diplomatic communications.
Building Kazakhstan’s international image
From 2008 to 2013, she headed the Department for the Implementation of Image Projects of Kazakhstan’s Foreign Missions within the Committee of International Information of the MFA.
Between 2013 and 2021, she served as Deputy Chairperson of the Committee of International Information, overseeing international communications and Kazakhstan’s external information policy.
From 2021 to 2025, she worked as an Advisor at the Embassy of Kazakhstan in Russia.
Appointment as Director of the Communications Department
Prior to her current appointment, since September 2025, Dinara Zheldybayeva had held the position of Deputy Chairperson of the Committee of International Information of the MFA of Kazakhstan.
She holds the diplomatic rank of Counselor First Class and is fluent in English and Spanish.
Observers note that her appointment reflects the Ministry’s focus on strengthening public diplomacy, transparency and strategic communications at the international level, drawing on her long-standing experience in global information policy and diplomatic engagement.
