A New $90 Million Plant to Be Built in Aktobe: What We Know About the Project

Kazakhstan continues to attract major international investments. The Ministry of Agriculture of the Republic of Kazakhstan and Coca-Cola Içecek Kazakhstan have signed an investment agreement to launch a new industrial project for the production of non-alcoholic beverages in the city of AktobeDKNews.kz reports.

The agreement was signed by Aidarbek Saparov, Minister of Agriculture of Kazakhstan, and Veli Dinçel, General Director of Coca-Cola Içecek Kazakhstan.

Fourth Coca-Cola Plant in Kazakhstan

Construction of the new plant is expected to begin later this year. The total investment will amount to 41.9 billion tenge, while the facility’s design capacity will reach up to 280 million liters of beverages per year.

The Aktobe plant will become Coca-Cola Içecek’s fourth production facility in Kazakhstan, following existing plants in Almaty, Astana, and Shymkent. Notably, the Shymkent plant was launched in 2025 with an investment of 27 billion tenge, highlighting the company’s rapid expansion and strong investment momentum in the country.

Jobs and Sustainable Technologies

The launch of the new facility will create more than 130 new jobs, contributing to the socio-economic development of the Aktobe region.

The production complex will be equipped with modern and environmentally friendly technologies, including advanced waste management systems that meet international sustainability standards.

Strategic Partnership with the State

The signing took place within the framework of the Kazakhstan Global Investment Roundtable (KGIR), underscoring the importance of strategic dialogue between the government and international investors.

According to Veli Dinçel, the Aktobe project reflects Coca-Cola Içecek’s long-term commitment to Kazakhstan.

“This agreement demonstrates our dedication to long-term investment in Kazakhstan. The new plant in Aktobe will expand our production footprint, create new jobs, and contribute to the sustainable development of the region. Kazakhstan remains a strategic market for us with strong growth potential,” he said.

Minister Aidarbek Saparov described the project as a clear example of successful cooperation between the public and private sectors.

“The construction of a new Coca-Cola Içecek plant in Aktobe strengthens the region’s industrial capacity and promotes the introduction of modern, environmentally safe technologies. We welcome the interest of international companies in long-term investments in Kazakhstan and are ready to provide the necessary support,” the minister noted.

Coca-Cola’s Contribution to Kazakhstan’s Economy

Coca-Cola has been operating in Kazakhstan since 1994 and is one of the country’s largest investors in the beverage industry.

Over the years:

  • total investments have exceeded 106 billion tenge
  • tax payments since 2013 have surpassed 259 billion tenge
  • the company’s contribution to GDP is estimated at around 475 billion tenge

Coca-Cola Içecek (CCI) is an international beverage company and a member of the Anadolu Group. CCI operates in 12 countries, including Kazakhstan, Turkey, Uzbekistan, Kyrgyzstan, Azerbaijan, Iraq, Jordan, Pakistan, Bangladesh, Tajikistan, Turkmenistan, and Syria.

Today, the company:

  • operates 36 bottling plants
  • manages three fruit processing facilities
  • employs more than 10,000 people
  • serves 1.2 million retail outlets
  • makes its products available to 600 million consumers

Its portfolio includes over 25 brands, covering carbonated drinks, water, juices, ready-to-drink tea and coffee, sports drinks, and energy beverages.

The new plant in Aktobe is expected to become a major driver of regional industrial growth and further strengthen Kazakhstan’s position as an attractive destination for international investment.
