Wind of major investment: Kazakhstan launches a $1.2 billion wind power project

Kazakhstan and China are turning strategic partnership into real infrastructure. A large-scale wind power project with a capacity of 1 GW is entering its active phase in Pavlodar Region, marking one of the biggest green energy initiatives ever launched in the country, DKNews.kz reports.

The project was discussed during a meeting between Kazakhstan’s Minister of Energy Erlan Akkenzhenov and the Extraordinary and Plenipotentiary Ambassador of China to Kazakhstan Han Chunlin.

The sides confirmed the strategic nature of bilateral cooperation, stressing that the transition to the active phase reflects the practical implementation of intergovernmental agreements.

Agreements signed, construction ahead

The key outcome of the talks was the signing of a package of documents on the construction of a 1 GW wind power plant in Pavlodar Region. The agreements were concluded between the Ministry of Energy of Kazakhstan, State Power Investment Corporation, and Pavlodar Green Energy.

The project will be implemented near Ekibastuz, one of Kazakhstan’s key energy hubs with long-standing experience in large-scale power generation.

Technology at the core of the project

According to Energy Minister Erlan Akkenzhenov, the project is significant not only because of its scale, but also due to its technological component. A crucial feature of the new wind power plant will be the use of energy storage systems.

“The project will attract around 1.2 billion dollars in direct investment into the regional economy. It is critically important for us that the new power plant will be equipped with energy storage systems. This will help smooth out natural fluctuations in renewable energy generation and ensure a stable supply of power to the country’s Unified Electric Power System,” the Minister said.

For Kazakhstan, where the share of renewable energy is steadily growing, such solutions are seen as a key step toward ensuring grid stability.

3.4 billion kWh a year and lower emissions

Once commissioned, the wind power plant in Ekibastuz is expected to generate about 3.4 billion kWh of electricity annually. This volume is comparable to the consumption of a large industrial region.

The environmental impact is equally substantial. The project will reduce greenhouse gas emissions by up to 2 million tons of CO₂ per year, making a tangible contribution to strengthening Kazakhstan’s energy balance and advancing its climate goals.

A clear signal to investors

The Pavlodar wind project is more than a single investment case. It sends a clear signal to international partners and investors that Kazakhstan is ready to move beyond declarations and implement large, technologically advanced and capital-intensive green energy projects.

The initiative highlights the effectiveness of international cooperation and demonstrates Kazakhstan’s readiness to adopt cutting-edge solutions in the energy sector - not in theory, but in practice.
