Kazakhstan and Türkiye Signed a Two-Year Cooperation Plan: What Matters Most

Kazakhstan and Türkiye are giving new momentum to their strategic partnership. During an official visit to Ankara, Kazakhstan’s Minister of Foreign Affairs Yermek Kosherbayev took part in the 8th meeting of the Kazakhstan–Türkiye Joint Strategic Planning Group, a key platform for coordinating long-term cooperation between the two countries, DKNews.kz reports.

The meeting, co-chaired by Foreign Ministers Yermek Kosherbayev and Hakan Fidan, went far beyond protocol. It focused on practical cooperation across a wide range of areas, including politics, trade, investment, transport and transit routes, information technologies, as well as cultural and humanitarian ties.

Trade and agriculture move to the forefront

Speaking at the meeting, Minister Kosherbayev emphasized that Türkiye remains one of Kazakhstan’s most important trade and economic partners. At the same time, both sides see clear room for growth, especially in sectors with high unrealized potential.

Agriculture was singled out as a priority area. Kazakhstan is positioning itself as a reliable supplier of high-quality food products for the Turkish market, and the sides agreed on the need to move from intentions to concrete steps that would expand mutual trade.

Investment figures reflect growing confidence

Investment cooperation became one of the central themes of the talks. According to the Kazakh Foreign Minister, Turkish investments already exceed 5 billion US dollars in Kazakhstan’s economy, while Kazakhstan’s investments in Türkiye have surpassed 2.2 billion US dollars.

These figures, he noted, are not just statistics but a reflection of trust from Turkish investors and the attractiveness of Kazakhstan’s investment climate. During the meeting, Kazakhstan presented the measures it has taken to strengthen investor protection and improve state support mechanisms.

Today, investors in Kazakhstan have access to a broad range of incentives, including tax and customs benefits, stability guarantees, subsidies and grants, as well as a special visa regime designed specifically for investors.

Humanitarian cooperation backed by real projects

The humanitarian dimension of bilateral relations was also in focus. Special attention was given to Kazakhstan’s assistance to Türkiye following the devastating earthquake of 2023, carried out on the instruction of President Kassym-Jomart Tokayev.

One of the most tangible outcomes of this support is the construction of a school in the Gaziantep province. Kazakhstan plans to complete the project this year, turning solidarity into a long-term contribution to local communities.

Turkic integration and the international agenda

Another key block of discussions covered cooperation on international issues and mutual support within multilateral frameworks. Minister Kosherbayev подчеркнул that Turkic integration remains one of Kazakhstan’s foreign policy priorities.

This year, Kazakhstan plans to host an informal Summit of the Organization of Turkic States, while Türkiye will host the organization’s next, 13th summit. According to the Kazakh side, these meetings will play an important role in strengthening political dialogue and coordination among Turkic countries.

A roadmap for the next two years

The meeting concluded with the signing of a Cooperation Plan between the Ministries of Foreign Affairs of Kazakhstan and Türkiye for 2026–2027. The document outlines concrete areas of interaction and sets a practical framework for future engagement.

Summing up the talks, both sides expressed satisfaction with the results and confidence that Minister Kosherbayev’s visit to Ankara would give fresh impetus to the traditionally strong and stable ties between Kazakhstan and Türkiye.
