Kazakhstan’s constitutional reform is increasingly resonating beyond the country’s borders. In Bucharest, Ambassador of Kazakhstan to Romania Erlik Ali held a meeting with Senator of the Romanian Parliament, Chairman of the Kazakh-Romanian Interparliamentary Friendship Group Cristian-Augustin Niculescu-Țâgârlaș. The discussion focused on the provisions of the draft Constitution of the Republic of Kazakhstan and the progress of the ongoing constitutional reform, DKNews.kz reports.

The conversation went beyond formal diplomacy. The Romanian side showed clear interest in the substance of the proposed changes and their broader implications at a time when many states are rethinking how their institutions respond to global transformation.

A constitution for a changing world

During the meeting, Cristian-Augustin Niculescu-Țâgârlaș described the new draft Constitution and the overall reform as an important tool for modernizing state institutions. He emphasized that in today’s rapidly evolving political, economic, and technological environment, constitutions must remain dynamic and responsive.

“In the current context of political, economic, and technological changes, the basic law must respond to the new needs of society, and the reform must be aimed at strengthening the balance between the branches of power and increasing legal clarity,” the senator noted.

According to him, such an approach helps ensure that constitutional norms are not detached from reality, but instead serve as a foundation for stable and effective governance.

Trust, institutions, and practical results

Niculescu-Țâgârlaș also highlighted the practical value of constitutional reform, pointing out that its benefits go far beyond legal theory. In his view, the main advantage of such reforms for Romania lies in improving the efficiency of public administration and strengthening citizens’ trust in the state.

He stressed that clarifying constitutional norms plays a key role in reinforcing the independence of the judiciary, ensuring the transparency of electoral processes, and safeguarding fundamental rights and freedoms in line with modern requirements.

For Kazakhstan, this assessment from a European parliamentarian is a meaningful signal. It shows that the country’s constitutional changes are being viewed internationally as a serious effort to build balanced institutions, clearer rules of governance, and stronger public confidence.

Observers note that meetings of this kind reflect growing international attention to Kazakhstan’s political and legal transformation. The dialogue in Bucharest underscored that constitutional reform in Kazakhstan is not seen merely as an internal process, but as part of a broader global conversation about how states adapt to new realities while protecting democratic principles and the rule of law.
