President Tokayev Announces Referendum on Kazakhstan’s New Constitution

February 11, 2026 may become a defining date in Kazakhstan’s political history. The Constitutional Commission has presented the final draft of the new Constitution to the Head of State. The document is now set to be submitted to a nationwide referendum, DKNews.kz reports.

President Kassym-Jomart Tokayev received Chair of the Constitutional Commission and Chair of the Constitutional Court Elvira Azimova, Deputy Chair of the Commission and State Counselor Erlan Karin, and Commission member and Presidential Advisor on Legal Affairs Erzhan Zhiyenbayev.

Result of Twelve Sessions

According to Elvira Azimova, the final draft of the new Basic Law was developed following twelve sessions of the Commission.

The text was prepared based on proposals submitted by citizens and experts through the eGov and e-Otinish portals starting in October last year. It also incorporates approaches formulated by the Working Group on Parliamentary Reform between October and January.

Following discussions, the Constitutional Commission proposed submitting the draft of the new Constitution to a nationwide referendum.

“Institutional Transformation Completed”

President Tokayev emphasized that the Commission had carried out extensive and important work. In his view, the provisions of the new Constitution mark the completion of the transformation of the country’s institutional foundations and signal a transition to an entirely new constitutional model.

The President stated that the draft not only reflects current public values and principles of state policy, but also lays long-term foundations for Kazakhstan’s continued progressive development.

Open Dialogue and Public Participation

The Head of State expressed gratitude to members of the Constitutional Commission for their professionalism. He highlighted that the live-streamed discussions of the draft demonstrated a high level of public dialogue.

President Tokayev also noted the active participation of thousands of citizens in the drafting and discussion process. According to him, this aligns with the concept of a “Listening State” and confirms the truly national character of the new Constitution.

Next Step – Presidential Decree

Kassym-Jomart Tokayev announced that he will soon sign a decree calling for a nationwide referendum on the adoption of the new Constitution.

If the decision proceeds as stated, citizens will have the final say on the country’s new Basic Law. The upcoming referendum may mark the beginning of a new chapter in Kazakhstan’s constitutional development, allowing the public to directly shape the future framework of the state.
