The new Constitution significantly expands the role of the younger generation

Young people in Kazakhstan are actively engaging in discussions about the country’s upcoming constitutional reforms, DKNews.kz reports.

Students from Al-Farabi KazNU and Narxoz University met with Timur Dzhumurbayev, Chairman of the Assembly of Zhastary and member of the Constitutional Reform Commission, at the Presidential Center.

About 50 participants attended the meeting.

Focus on the upcoming referendum

The main topic of the discussion was the national referendum on adopting a new Constitution.

During the meeting, Dzhumurbayev explained how the proposed reforms are expected to create new opportunities for young citizens.

He outlined key initiatives across several areas.

New opportunities for youth participation

According to the speaker, the draft Constitution includes measures aimed at strengthening youth involvement in public life.

Among them:

  • Lowering the age threshold for political participation.
  • Introducing youth quotas in government bodies.
  • Expanding the role of new institutions such as the Halyk Kenesi and the Kurultai.

Officials say these changes are designed to increase youth representation in decision-making.

Expanded social guarantees

The reforms also focus on improving social protections for young people.

Key proposals include:

  • Legally defining youth age limits up to 35 years.
  • Expanding access to housing programs.
  • Increasing opportunities for educational grants and state support.

These measures aim to strengthen social mobility and long-term stability for young citizens.

Support for creative economy and rights protection

The draft Constitution also addresses economic and legal issues relevant to younger generations.

Priority areas include:

  • Constitutional support for creative industries.
  • Strengthening copyright protection in the digital era.
  • Expanding employment guarantees.

The reforms also emphasize the priority of human rights and freedoms.

“The new Basic Law transforms young Kazakhstani citizens into active participants in state governance and creators of a new reality,” Dzhumurbayev said.

Active dialogue with students

Participants asked questions about practical implementation of the reforms and future career opportunities.

Students noted that the meeting helped them better understand how constitutional changes could influence their professional and civic development.

Following the discussion, Dzhumurbayev took part in a certificate ceremony for participants of the seminar “Kazakhstan in the New Reality: Youth in an Era of Change.”
