Construction of the second launch complex of Astana Expo-2017 Wind Power Plant and Turgusun HPP is planned to be completed in 2020



Kazyna Capital Management (KCM) Fund is constantly building up its portfolio of green investments, thereby introducing the practice of "responsible investment" and contributing to the fulfillment of the obligations of the Republic of Kazakhstan under the Paris Climate Agreement. Among the implemented projects in the field of renewable energy sources with the participation of KCM investments through subsidiary funds there is the construction and commissioning of Baikonyr Solar Power Plant with a capacity of 50 MW in Shiyeli district of Kyzylorda region in 2019 and Kengir Solar Power Plant with a capacity of 10 MW in Karaganda region in January 2020.



The project for the construction and operation of Baikonyr Power Plant is being implemented by Baikonyr Solar LLP, Baiterek Venture Fund JSC (49%), and UG Energy Ltd. (51%, United Kingdom) Joint Venture. EBRD, ADB and CTF are the project partners. The plant was built in six months, and it is one of the first energy facilities, the construction of which attracted only Kazakhstan specialists. 151 thous solar panels and 14 inverter stations are installed on 150 ha territory. They are maintained by over 20 people. The amount of energy produced is sufficient to cover the energy deficit in the regional center and neighboring districts. The result of the operation of Baikonyr Power Plant is 4.4 mln kWh of "green" energy since its commissioning in December 2019, which prevented about 75 thous. tons of greenhouse gas emissions.

Kengir Solar Power Plant with a capacity of 10 mW in Karaganda region is a product of KazGreen Energy LLP, and was commissioned in January 2020. During six months of operation, the plant produced 7.7 mln kWh, which allowed to reduce emissions in the amount of 7,722 kilotons.



Currently, the construction project of Astana EXPO-2017 Wind Power Plant with a capacity of 100 MW in Akmola region is being completed, being implemented by two launch complexes. On August 26, 2019, the first launch complex was commissioned, and work is currently underway to implement the second one. During the construction of the Power Plant, advanced technologies in the field of electric power are used, including a set of new developments for converting wind energy adapted to the cold climate conditions of the region. The construction project of the first and second launch complexes of the Wind Plant is implemented with the financial support of KCM, DBK JSC, DBK-Leasing JSC and at KazGreenEnergy LLP own expense.

Another green energy project is also in the active stage of development – the construction of Turgusun HPP in East Kazakhstan region with a capacity of 24.9 MW on Turgusun River. The launch of this facility is expected in Q4 2020.

- Currently, the entire volume of construction and installation works on the project has been completed by more than 90%. There are still works on installation and commissioning of hydraulic power equipment, - says Kalaubek Baimukhanbetov, the Director of Turgusun-1 LLP. - The coronavirus pandemic and subsequent restrictive measures around the world have not spared our project: February to the present day, Chinese specialists of EPC Contractor for the installation of HPP main and auxiliary equipment cannot enter the territory of the Republic of Kazakhstan. If air traffic between China and Kazakhstan is restored in August, we will be able to put HPP into operation by the end of this year.



Commissioning of Turgusun HPP will reduce the cost of power production and reduce its deficit by 78 mln KWh per year in East Kazakhstan region, create new jobs in the number of 15 people in the operating phase. Also, with the launch of Turgusun HPP, it is projected to reduce carbon monoxide emissions by 680 tons per year in East Kazakhstan region.

The construction project of Turgusun HPP is being implemented through the financial support of KCM, DBK JSC, DBK-Leasing JSC and at Turgusun-1 LLP own expense.
